- Equipment Listing S.O.W. J&A for Sole Source The United States Property and Fiscal Office (USP&FO), Columbia, South Carolina, intends to award a contract on a sole source basis to Ponsford LTD, upon the basis of authority provided at FAR 6.302-1(a)(2)(iii)(a). The USP&FO has a requirement to hydro blast and paint eighteen(18) pieces of miscellaneous military equipment that is on public display at various South Carolina National Guard facilities. Statement of Work and Listing of Equipment is attached. The associated North American Industry Classification System (NAICS) code is 238990, which has a size standard of $15,000,000.00. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a detailed capability statement in support of the Statement of Work to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. No reimbursement will be provided by the Government for any cost incurred by offerors in the preparation or research conducted in response to this notice of intent. Please provide responses to this notice No Later Than (NLT) 4:00 PM EST, 24 June 2016 to: blake.s.cromer.civ@mail.mil Telephone responses will not be accepted. All responses/questions must be sent by email. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov/portal/SAM/, have no active exclusions, and complete the FAR and DFARS representations and certifications.
