Description
Request for Information (RFI)/Sources Sought document Federal Bureau of Prisons Request for Information 1.0 Background The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). The Bureau consists of one hundred twenty two (122) institutions, six (6) regional offices, the headquarters office in Washington, D.C., two (2) staff training centers, and twenty-six (26) residential reentry management offices located throughout the continental United States, Hawaii, and Puerto Rico. It is responsible for the custody and care of approximately 200,000 federal offenders. Approximately 81 percent of these inmates are confined in Bureau-operated correctional facilities or detention centers. The remaining offenders are confined through agreements with state and local governments or through contracts with privately-operated community corrections centers, detention centers, prisons, and juvenile facilities. 2.0 Purpose: The Federal Bureau of Prisons (Bureau) is seeking information who can provide hazardous, pharmaceutical, and regulated medical waste pickup and disposal services at the Bureau's hundred twenty two (122) institutions. The services provided shall be in accordance with current Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), Resource Conversation and Recovery Act (RCRA), Department of Transportation (DOT) and other federal, state and local regulations. Services shall include, labor, materials (lab packs), tools, equipment, analysis, travel, transportation, documentation, waste treatment, disposal and support services required to categorize, package, transport, document and dispose of hazardous, regulated medical waste, and pharmaceutical waste from all below Bureau's institutions. 3.0 DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Bureau is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 4.0 What should be included in your response: • Do submit comments that address the Government's requirements, assumptions, conditions, or contemplated approaches. • Do submit information and suggestions that may encourage new, different or innovative approaches that would result in direct cost savings to the Government. 5.0 What should not be included in your response: • Do not submit proposals or offers. • Do not submit capability statements, white papers, or other company marketing materials. • Do not submit requests to be considered for award or to be notified of a future solicitation. • Do not submit requests to be added to a mailing or distribution list. • Do not submit questions or comments not related to this RFI. • Do not respond via telephone Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. To aid the Bureau, please segregate any proprietary information. 6.0 HOW TO RESPOND: Please submit your response to this Sources Sought/RFI via email to lfaytaren@bop.gov with the words Hazardous and Medical Pickup Services RFI Response" in the email subject line. The closing time for responses is 2:00 P.M. ET on July 8, 2016.
