Description
This synopsis provides the Government's intent to award a sole source modification to add a task for a Common Formats Certification to the current contract HHSA290201200007C "Patient Safety Organization Privacy Protection Center (PSOPPC)". This cost-plus-award-fee (CPAF) contract was originally competed and awarded to ActioNet, Inc., 2600 Park Tower Drive, Suite 1000, Vienna, VA 22180 on September 19, 2012. The Patient Safety Organization Privacy Protection Center (PSOPPC) was created by the Agency for Healthcare Research and Quality (AHRQ) to support the implementation of the Patient Safety and Quality Improvement Act of 2005 (Patient Safety Act). The goals of the Patient Safety Act are to encourage the expansion of voluntary, provider-driven initiatives to improve the quality and safety of health care; to promote rapid learning about the underlying causes of risks and harms in the delivery of health care; and, to share those findings widely, thus, speeding the pace of improvement. The Patient Safety Organizations (PSOs) collect, aggregate and analyze confidential and privileged information regarding the quality and safety of healthcare. The PSOs can voluntarily contribute non-identifiable patient safety event information into the Network of Patient Safety Databases (NPSD). The NPSD will receive and report on non-identifiable, aggregated patient safety event information which will be included in AHRQ's annual National Healthcare Quality Report and National Healthcare Disparities Report (NHQR and NHDR). The PSOPPC assist PSOs and others with meeting the requirement that patient safety event information be made non-identifiable prior to sending to the NPSD. The PSOPPC will receive patient safety information in a standardized format (AHRQ Common Formats) and render it non-identifiable before transmitting it safely and efficiently to the NPSD. The PSOPPC also delivers technical assistance to PSOs on the use of AHRQ's Common Formats. Submission and accrual of patient safety event data from PSOs in a format that can be compared between entities has not been occurring at the rate AHRQ had anticipated. In order to increase the accuracy and amount of reporting, certification is necessary. This new task to the current contract will be to define the criteria and to create test scenarios. This modification will not be for the implementation of the certification project. The purpose of this new task is to develop the specifications for a certification program for software developers and others submitting Common Formats patient safety event data to the PSOPPC to ensure that data submitted accurately follows Common Formats or maps to them appropriately if they are not directly used by the submitting entity. The objectives of this project are to develop a certification program that certifies the origin and/or interpretation of the data and verifies that the software can submit standardized test data using AHRQ's specifications. To do this, the criteria for success must be defined by creating requirements for all types of systems and test scenarios must be drafted which will be used to ensure data validity and test all of the Common Formats modules. This will be a sole source modification to add this task to the current contract with ActioNet. The proposed modification action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. ActioNet is uniquely qualified to support this work as they are the current contractor for the PSO Privacy Protection Center (PSOPPC), which provides the capability for patient safety event (Common Formats) data to be aggregated and de-identified for AHRQ. As such, ActioNet is the only contractor with intimate knowledge of how the Common Formats data were intended to be submitted to the PSOPPC as well as the operational experience as to how the patient safety event data has actually been submitted to the PSOPPC by PSOs and vendors. They have developed the subject matter expertise over the past three years that any other contractor would have to acquire to do this work. This task can be seamlessly integrated into their current workflow, as they already have the staff on board who have developed and maintain the import processor that allows them to accept Common Formats data. As the PSOPPC maintains Data Use Agreements with all PSOs submitting data, they alone can have access to the data. Without access to the current data submissions and import processor, the task cannot be completed by another contractor. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed modification action based upon responses to this notice is solely within the discretion of the Government. The final Justification for Other than Full and Open Competition (JOFOC) / Justification and Approval (J&A) supporting this sole source action will publicly be made available as required after contract modification award.
