- NASA/GRC has a requirement for Advanced High Temperature Protective Coating Processing Development with the following specifications: NASA intends to develop advanced Multilayer Protective Coatings for graphite-based fuel elements for Nuclear Thermal Propulsion engine systems. This project is a continuing effort with the Southwest Research Institute (SwRI), San Antonio, TX to develop the magnetron physical vapor deposition coating processing and down select coating processing parameters. The Salient features for this project are as follows: This project is to process advanced high temperature multilayer protective coatings on graphite (C) substrates using a plasma enhanced magnetron sputter (PEMS) deposition approach. Advanced coating architectures shall be developed and specified by NASA to form multilayered coatings, consisting of MoC or Mo2C, Mo, Nb, ZrC, Mo on the graphite substrates. SwRI shall procure four (4) different target materials, that is, MoxC, Mo, Nb, ZrC for this project. The coating thickness shall be targeted approximately at the following two sets of specifications: 1. Graphite/MoC or Mo2C (0.3 μm)/Mo (5 μm)/Nb (5 μm)/ZrC (10 μm)/Mo (3 μm) 2. Graphite/MoC or Mo2C (3 μm)/Mo (15 μm)/Nb (15 μm)/ZrC (15 μm)/Mo (5 μm) The project emphases is to process and efficiently optimizing the multi-layered coatings based on magnetron-enhanced sputter deposition processing methods developed under previous programs including under the high temperature oxidation-fatigue resistance coatings development tasks NNC11VA75P, NNC12QA15P, and NNC15MF76P. The plasma enhanced magnetron sputter coating process approach shall be developed and continued to be optimized for NASA specified compositions and architectures of the multilayered coatings in an effort to achieve high temperature cyclic fatigue and heat flux resistance. SwRI shall also perform limited coating characterizations to facilitate the coating process development. Two (2) sets of thickness processing, multiple coating runs (excluding small scale trial or calibration runs) shall be performed to validate the optimize coating processing parameters and compositions. Specimens shall be deposited onto 1" diameter discs, and/or some other configuration specimens. A Good adhesion shall be expected for the processed coatings, the work is performed on a best effort basis. SwRI has prior experience in the broader plasma enhanced magnetron sputtering physical vapor deposition technology, and demonstrated that they have substantial experience the metallic and ceramic coating processing that is also crucial for the coating processing and development in this project. NASA/GRC intends to purchase the items from Southwest Research Institute, 6220 Culebra Rd. San Antonio, Texas 78238-5166, this is for a continuation of currently ongoing research, using the same manufacturer will allow for continuity with the research that is being conducted. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth and FAR Part 13. The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 14, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
