- Clamping voltage and DC breakdown testing on Transient Protection Devices (TPD). Requires Direct Inject Pulse Test System capable of meeting MIL STD 188-125 specifications. See attached PWS and Sources Sought document. ***************** REFERENCE NUMBER: N66001-16-T-0228 The Space and Naval Warfare Systems Command Pacific (SPAWAR-PAC) is conducting this market survey to determine the interest and capability of Industry to participate in a competitive acquisition to perform clamping voltage and DC breakdown testing on Transient Protection Devices (TPD). Please see attached Performance Work Statement for details on the requirement. This requirement will use FAR Part 13 procedures. The package shall include the following: 1. Name and address of applicant (Corporate/Principal Office) 2. Name, telephone and e-mail address of point of contact 3. Date firm started 4. CAGE Code and DUNS Number 5. Whether or not your concern is a small business, small disadvantaged 8(a) certified, woman-owned small business, small disadvantaged business (not 8(a) certified), or HUBZone certified. The applicable North American Industry Classification System Code for this acquisition is 541380 and the small business size standard is $15 M. To show that your firm is capable of performing the work, please provide information that demonstrates: A.Your firm owns or has access to a Direct Inject Pulse Test System capable of meeting MIL STD 188-125 specifications with current calibration. B.Your firm has prior knowledge of transient protection devices specific to EMP waveforms. Respondents shall summarize the work their company, employees or partnership has performed relevant to this planned requirement by demonstrating their experience/capabilities as described in the attached draft PWS. i.Past performance work with Government and private industry contracts must be performed in the past 3 years. Provide a maximum of 3 examples using the attached Reference Information Sheet (RIS) ii.Write ups of employees must show an Engineering labor category with a minimum of 3 years of experience to include prior knowledge of transient protection devices specific to EMP waveforms. Interested firms capable of providing the requested service are invited to submit the above information not to exceed ten (10) pages within fourteen (14) days after publication of this notice. Based upon this survey, a decision will be made whether to issue the proposed solicitation for the types of firms indicated below or to issue as full and open competition (unrestricted). Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Business (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB). Interested sources are requested to submit Information Statements electronically by 8:00 A.M.
