Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation document will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87, effective 03 16 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a small business size standard of $27.5. The Government anticipates this will be a firm-fixed priced contract. The Department of Radiology and Imaging Sciences (RAD&IS) provides imaging services to the CC patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, mammography, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the RAD&IS's Picture Archiving and Communication System (PACS). The departmental radiologists review the diagnostic images and dictate clinical findings using a Voice Recognition system (VRS). The findings are saved in reports which are stored in the RAD&IS's Radiology Information System (RIS) and forwarded to the Clinical Research Information System or the Clinical Center's Hospital Information System (CRIS). The PACS is a critical patient care system in daily use within the Clinical Center. It supports the care of diagnostic and research patients on clinical protocols at the NIH. It is also the heart of the RAD&IS. The PACS provides both medical image viewing and reporting services to radiologists, researchers, patients and referring physicians. It's operation and capabilities are critical to the NIH CC mission for quality patient care. Scope The maintenance agreement must include: • Full software support for all software products associated with the full operation of the Carestream's PACS on a Primary, a Secondary and a Test PACS • Software licenses for (100K exams/year): o Carestream PACS Reading option o Carestream PACS PET-CT option o Carestream PACS Powerviewer option • Full software support and current releases of: o Carestream PACS Work Flow Manager (WFM) o Carestream PACS 3D reading package o Carestream PACS DBR WFM /VNA o Carestream PACS Data Repository o Carestream's VUE Motion software • Provisions for full software and hardware support of the Carestream PACS Tape Archive • Implementation service of all software updates and patches as they become available • Full 24/7 telephone technical support • Remote management service via a secure remote service access virtual private network • Adherence to NIH security and privacy policies - see attached security documents Period of Performance July 1, 2016 - September 29, 2016 (3 months) The full text of FAR provisions or clauses may be accessed electronically at http://acquisition.gov/comp/far/index.html.
