WINDOW ROCK BLDG. 1, LBP ABATEMENT. Amendment No. One (1) is issued as follows: 1. Questions received and the Government's responses are below: Under Evaluation - Commercial Items in the Solicitation a. Technical Approach - Do we need to show knowledge in Navajo communities in Arizona, New Mexico, and Utah or preferably in AZ where the project is located? Any documented work in AZ, NM or UT on Navajo Indian Lands. Knowledge could be any of the three states. b. Management Capability - Do we need to have an Environmental Engineer with documented landfill experience? Geophysical studies? This is not a part of the Scope of Work as provided with the solicitation. The scope of work is only for lead based paint abatement. Correct. This evaluation factor was for a previous project. Delete the reference to Landfill and insert LBP work. c. Do we need to have Lead Based Paint certification in Arizona, New Mexico, and Utah? Or just in Arizona where the project is located? Since USEPA Region 9 regulates Navajo Indian Reservation Trust Lands, the EPA will accept LBP certification from AZ, NM or UT. If you have AZ LBP certification, then it will be acceptable. REVISED: 52.212-2: Evaluation-Commercial Items. EVALUATION-COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Technical Approach. Provide any documented knowledge of work in Navajo communities in Arizona, New Mexico, and Utah and on the Navajo Indian Reservation. Provide a potential list of all subcontractors and demonstrate their subcontractor's relevant management and technical project experience. 2. Management Capability. Environmental engineer to have documented experience in LBP work on Native American Lands. Qualifications and related experience. Lead Based Paint Certification/License in Arizona, New Mexico, and Utah. Project manager resume of past work on LBT work. 3. Past Performance Submit detailed information for each evaluation factor. Technical and past performance, when combined, are significantly more important than cost or price. b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer ¿s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Due to the urgency of the requirement, the response time for quotes due is short. No more questions will be accepted. Contractors qualified to deliver these services are encouraged to submit a signed and dated quote, along with a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items, DUNS Number, proof of contractor's registration in www.sam.gov, Indian Representation Form (Attached) to the Bureau of Indian Affairs, Navajo Regional Office, Branch of Acquisitions, Attention: Lynelle Benallie, P. O. Box 1060, Gallup, New Mexico 87305 by 3:00 p.m. local time, June 14, 2016. Physical address: 301 W. Hill Ave., Room No. 346, Gallup, NM 87301. Quotes submitted by facsimile and email will be accepted.
