Marine Corps Systems Command, 2200 Lester St. Bldg. 2000, Quantico, VA 22134, intends to issue solicitation M67854-16-R-7901 for instructional support services at Expeditionary Warfare Training Group Pacific (EWTGPAC), Coronado, California; Expeditionary Warfare training Group Atlantic (EWTGLANT), Little Creek, VA; Marine Detachment (MARDET), Fort Sill, Oklahoma and locations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) which include but is not limited to Camp Pendleton, California (CPCA); Camp Lejeune, NC (CLNC); Twenty-nine Palms, CA; Kaneohe Bay, Hawaii; and Okinawa, Japan in support of the Training and Education Command (TECOM), Marine Air Ground Task Force (MAGTF) Training & Education Standards Division (MTESD). The NAICS code is 611430, Professional and Management Development Training and the Small Business Standard is $11 Million. The solicitation will be a 100% set-aside for small business. Scope of the contract includes providing instructional support services to teach (1) Joint Forward Observer (JFO) courses, (2) Tactical Air Control Party courses, (3) Mobile Training Team JFO courses and to provide POI and Scenario Management support services. This is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with an ordering period from Government fiscal year (FY) 2017 through 2022. It is anticipated that a single Firm Fixed Price (FFP) IDIQ contract will be awarded to a single, responsible offeror who is determined most advantageous considering technical merit, past performance, and Price. A draft solicitation is being provided at this time for informational purposes only; this does not constitute a formal solicitation and no proposals will be reviewed or considered. The purpose of posting this draft solicitation is to allow interested vendors to view the Government's requirements and to submit questions or comments, if desired, regarding said requirements. All inquiries shall be submitted via email to Teri Snyder ( teri.snyder@usmc.mil ) and Terry L. Coley ( terry.l.coley@usmc.mil ) no later than 4:00 PM on 23 June 2016. The Request for Proposal (RFP) and related files listed under solicitation number M67854-16-R-7902 will be issued electronically. The RFP is expected to be issued no later than 29 July 2016. Offerors wishing an electronic copy may download it directly to their workstation on or after the date of issuance by accessing the following address via the internet site or URL: https://www.fbo.gov. In order to be considered for award offerors must be actively registered in the System for Award Management (SAM) database at web portal www.sam.gov.
