- The Naval Medical Research Unit No. 6 (NAMRU-6) is looking for a non-profit educational institution with a large trajectory of research in Earth sciences, leading and supporting programs on ecological forecasting; climate change and modeling mainly in assessing the role of climate and environmental factors on infectious disease transmission using satellite remote sensing data for a collaborative research effort to execute the study entitled: "Modeling the Association between Meteorological Condition and Seasonal Influenza in Peru". This study is aimed to quantify the relationship between meteorological parameters (such as temperature, humidity and rainfall) and seasonal influenza and estimate the short-term influenza activity and future outbreaks using the identified relationship. This acquisition requires the research project to use virological data from: 1) the virological surveillance of influenza and other respiratory systems from the Peruvian Ministry of Health (MoH) and NAMRU-6, and 2) population-based active surveillance in 4 different regions of Peru. Additionally, the contractor shall conduct a training workshop on the use of meteorological measurements to model influenza data to NAMRU-6 investigators and Peruvian MoH collaborators. All activities must be carried out with the utmost adherence to all ethical and quality control standards in order to minimize the risk of performance slips and maintain compliance with appropriation of funds and expectations of the sponsor. NAMRU-6 intends to award a sole source contract to Universities Space Research Association (USRA), as they are the only independent, nonprofit research corporation able to meet our research needs. USRA has a large trajectory of research and is known for cross-disciplinary technology development, scientific observations and analyses, and hands-on investigations that encompass broad areas of space science such as the prediction of disease transmission under given environmental and climatic conditions. The period of performance of this contract is 12 months. Study activities shall be performed in 2 sites: a. an institution where data analysis (retrieving NASA meteorological/remote sensing data, analysis and modeling) shall be conducted, and b. NAMRU-6, Peru (where a three-day workshop on the use of meteorological measurements to model influenza data will take place). The pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statement shall not exceed 5 (8.5 x 11 inch) pages using a font size not smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
