The Contractor shall provide one or more laboratories capable of performing tests on the following: Jet Fuels a. Aviation Turbine Fuel, Grade JET A and JET A-1, NATO F-24, NATO F-35 (Specification: ASTM D1655, STANAG 3747, latest versions) b. Aviation Turbine Fuel, Kerosene Types, Grade NATO F-34 JP-8 (Specification: MIL-DTL-83133, STANAG 3747, latest versions) c. Aviation Turbine Fuel, Grade JP-5 NATO F-44 (Specification: MIL-DTL-5624, STANAG 3747, latest versions) d. Aviation Turbine Fuel, Thermally Stable, Grade JPTS (Specification: MIL-DTL-25524 latest version) e. Aviation Turbine Fuel, Grade JP-4 (Specification: MIL-DTL-5624, latest version) f. Aviation, Gasoline (NATO F-18 ASTMD901. Unleaded Specification: ASTM D7547, latest version) Diesel Fuels a. Diesel Fuel, Navy Distillate NATO F-76 (Specification: MIL-DTL-16884, STANAG 1385, latest versions) b. Sulfides in Bottom Water The laboratories shall have a system of calibration equivalent to ISO 10012-1 or 17025. All testing shall be performed in accordance with approved DLA Energy test methods listed in MIL-STD-3004. Testing of U.S. Government-owned fuel products is required 24 hours per day, 7 days per week (including holidays). The contractor shall perform testing in accordance with specific turnaround times. If multiple locations are proposed, each facility must be capable of performing all tests in accordance with the Government's specifications. The performance is for a two (2) base year and one (1) two-year option period of November 1, 2016 through October 31, 2020. The closing date for solicitation SPE600-16-R-0521 is July 11, 2016 at 3:00pm Fort Belvoir time.
