Description
This Solicitation notice is for Upgrades to High Rise and Low Rise Elevators at the Thomas P. O'Neill, Jr., Federa l Building, 10 Causeway Street, Boston, MA 02222. The Thomas P. O'Neill, Jr., Federal Building is a high rise office building located in downtown Boston, Massachusetts. It was constructed in 1986 and consists of an eleven-story high-rise portion which overlooks a five-story low-rise portion and five-story atrium. A basement level parking garage provides parking for approximately 230 vehicles. The building is served by a total of twelve elevators: eleven passenger elevators (eight high-rise and three low-rise) and one freight elevator (high rise). The O'Neill Building is also undergoing major upgrades to its Building Automation System (BAS) and Fire Alarm system. The Contractor for the Elevator Upgrades project shall coordinate its work with the two other projects. The project includes providing all labor and materials to upgrade the twelve electric traction elevators to bring them up to current technology, performance, and building code standards. The scope of work includes but is not limited to the following: demolition; upgrading the elevators with new interior finishes, lighting, signage, card readers, call buttons, and code- required life-safety and handicapped-compliant systems. The modernized systems shall include new hoisting machinery, drive motors, signal controls, motion controls, and seismic upgrades. New machinery shall incorporate non-proprietary, regenerative energy drives. The fire rating of the building's elevator machine rooms shall be improved in accordance with the specifications and drawings. Existing hoistway doors and emergency control work shall be painted. The Contractor will be responsible for testing and commissioning of all elevators prior to Government acceptance. Additionally, the Contractor will be responsible for maintenance of the existing elevators during construction and the new elevators for one year after acceptance of the last elevator. Since the building will be occupied during construction, the Contractor's schedule must allow for phasing of construction to ensure adequate elevator access to all floors of the building throughout the project. The contract performance period for this work is approximately 1,032 calendar days from issuance of the Notice to Proceed with an anticipated project start date of Fall 2016. The General Services Administration strongly encourages participation by small businesses and the related socioeconomic categories of small disadvantaged, women-owned, service disabled veteran-owned and HUBZone businesses. The appropriate NAICS Code is 238290 (Other Building Equipment Contractors) with a small business size standard of $15.0 million dollars. Estimated magnitude of construction, per FAR 36.204 - Disclosure of the Magnitude of Construction Projects, is between $1,000,000 and $5,000,000. All individuals working on this project will be required to obtain security clearances. The approach to source selection for this procurement represents the best value to the government in accordance with price and technical evaluation factors and not necessarily the lowest price. The solicitation will require offerors to submit technical and price proposals. Offers will be evaluated on technical capability and price, with technical quality being approximately equal to price. Tentative Evaluation Factors are listed in descending order of importance: 1. Past Performance of the Firm, 2. Similar Experience of the Firm, 3. Technical Plan, 4. Subcontracting Plan. This is a negotiated procurement and there will NOT be a public bid opening. The solicitation, agreement, specifications, drawings and other applicable documents are now available for electronic download from the Federal Business Opportunities website at www.fedbizops.gov at no additional charge. Contractors are responsible for printing the solicitation and all related documents. It is the Offeror's responsibility to monitor the site at www.fbo.gov. for the release of any amendments and/or other notifications of any changes to this solicitation (i.e. any amendments). The Government reserves the right to cancel this solicitation. A bid guarantee is required and the offerors must provide Performance and Payment Bonds prior to award. Offerors shall submit both written technical and price proposals. A Pre-proposal site visit is scheduled on Tuesday, June 21, 2016 at 10:00 am. Pre registration is required to attend the meeting.
