Description
The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager, Soldier Weapons is conducting a market survey to identify potential sources for a Non-Standard 7X50mm Binocular with fold-down eyecups, eye lens cover(s), objective lens covers, rubber or other non-slip coating and a plastic or nylon carrying strap. This binocular is a commercial version of the standard military item (M22 - 7 x 50mm Binocular) without laser protection and a non-military reticle. The intended use with this binocular is as a hand-held observation instrument for Foreign Military Sales (FMS) and usage by non-US forces. The binocular will be used by a foreign entity in all weather conditions. Basic Performance Requirements: Magnification. Between 6.8 and 7.2 power (T). 7.0 power (O). Exit pupils. Between 6.9mm and 7.3mm (T). 7.1mm (O). Field of view. Minimum 7o 19'. Weight. Total weight (w/strap and lens caps) less than 1.6 kg. Optical glass. All optical elements/glass shall be anti-reflection coated. Binocular Color. All one basic color, Tan 499, Lusterless per FED-STD-595/20180. External covering. All external surfaces of the binocular (including body, carrying straps, carrying strap hooks, eye lens cover(s), objective lens covers, eye cups and labels and markings) shall be non-reflective and the binocular bodies shall have a non-slip covering with a matte surface and finish. Eyecups, eye lens cover(s), and objective lens covers. These components shall be made of tear-resistant material. Leather shall not be acceptable. The eyecups, eye lens cover(s), and objective lens covers shall be of the same color as the binocular body. 1. Eyecups. Foldable eyecups. 2. Eye lens cover(s). The binocular shall be provided with one piece or two separate pieces cover(s) for the eye lenses. The eye lens cover(s) shall be attached to the binocular in such a way as to allow binocular operation and prevent loss of the cover(s) when removed from the lenses. 3. Objective lens covers. The binocular shall be provided with covers for the objective lenses. The objective lens covers shall be attached to the binocular so that the covers will fall outside the field of view when the binocular is in use. Carrying strap. The strap shall be firmly attached to the binocular body and shall be detachable for replacement and shall be made of a material with high strength/stress reinforcement. 1. Carrying strap width. Between 0.9 cm and 1.3 cm. 2. Carrying strap length. Between 97 cm and 112 cm. 3. Carrying strap strength. The strap shall be capable of supporting a 9±1 kg weight. 4. Carrying strap reflectiveness. Carrying strap and connectors shall be non-reflective. Marking. All markings shall be on the eyepiece end of the binocular, non-reflective and in accordance with MIL-STD-130. 1. Item Identification. The binocular shall be marked with the word(s) "7 X 50 Binocular". 2. Manufacturer's Identification. A manufacturer's identification marking can be provided and in the format of "MFR:" followed by the manufacturer's name or Commercial And Government Entity (CAGE) code. A manufacturer logo may be used in place of the manufacturer's identification requirement. Operating requirements. 1. Interpupillary torque. Between 3.46 kg-cm and 25.3 kg-cm at cold, ambient and hot temperatures; -25±1°C, 20±1°C and +49±1°C respectively. It shall be adjustable between 58 mm to 72 mm. 2. Collimation. The binocular collimation shall be within the following range for any interpupillary setting, at the zero diopter setting. Divergence not greater than 40 minutes of arc Dipvergence (from horizontal) not greater than 30 minutes of arc Convergence not greater than 3 minutes of arc 3. Clear eye distance. The clear eye distance of the binocular shall be between 9 mm and 22 mm. 4. Resolution. Resolution shall be not greater than 9 seconds of arc, when measured at the center of the field of view. Horizontal and vertical lines shall be resolved within 0.5 diopters. 5. Image tilt. The images of an infinity plumb line formed by the two optical systems shall be parallel to each other within one degree of arc. Neither image shall vary from the vertical by more than one degree of arc. 6. Eyepiece focus. Individual eyepiece focus is required throughout the operating temperature range. The individual eyepieces shall be adjustable through a true range of ±4 diopters. The individual diopter scales shall be graduated through a range of not less than ±4 diopters. Markings shall be provided every diopter. Markings shall be accurate within ±0.25 diopter. 7. Parallax. Parallax, when measured at the center of the field, shall be not greater than 1.0 angular mil when measured at the center of the reticle in both vertical and horizontal axis. Reticle presence and type. The binocular shall have a reticle (commercial mil scale reticle) in the left eye ocular and centered. Cleanliness and optical quality. The binocular shall be designed and constructed to provide a clear image, free of glare from non-optical surfaces. 1. The optical parts and entire interior of the binocular shall be clean and free from dirt, dust, grease and other foreign matter. 2. There shall be no specks of dirt obvious to the unaided eye which would impair optical performance when looking into the binocular eyepiece against a background having the brightness of the sky in average daylight. 3. The binocular interior shall be free from lubricants and coatings, which may bleed, outgas, chip or flake. Environmental requirements. The binocular shall be capable of withstanding the following environments without physical damage or degradation of optical characteristics. 1. Shock. The binocular shall withstand impulses of 40±4 "G's" with a time duration. 2. Drop. Each binocular shall remain operational after multiple drops from a height of 1.2 meters onto a hard surface. 3. Vibration. The binocular shall withstand vibration at a constant frequency of 30 cycles per second greater than 1/16 inch in amplitude. 4. Temperature. The binocular shall withstand extreme temperatures and maintain operational performance as specified below. a. High temperature storage and operation. i. Storage: +71±1°C ii. Operation: +49±1°C b. Low temperature storage and operation. i. Storage: -65±1°C ii. Operation: -40±1°C c. Eyepiece operation. The eyepiece diopter scale shall withstand and operate freely between -40±1°C to +49±1° C. 5. Water tightness. The binocular shall remain watertight while withstanding immersion in one meter of ambient temperature (20±1°C) water for a sixty-minute period. This notice is to determine if there are sources capable of manufacturing a binocular that fits this requirement or if such an item already exists with the expectation of approximately 1,000 units annually with five (5) one-year ordering periods. Responding sources shall provide: If Existing Item: -A "certificate-of-analysis" showing the results of the end item meeting the performance criteria's. If a Manufactured item: -Provide literature of the end item, and provide design criteria's and performance test requirements as a minimum to show it is comparable to the government's requirements.
