The following information previously furnished with the Presoliciation Notice posted under the previous solicitation number is being provided for information/continuity: This RESTRICTED ACQUISITION is set-aside for 8(a) firms located within the geographical area of the State of Ohio and other 8(a) firms with a bona fide place of business within the geographical competitive area and the assigned NAICS code, prior to the closing date of the solicitation. All other 8(a) Business Development Participants are deemed ineligible to submit offers. The NAICS code is 236220 and the Size Standard is $33.5M. In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Additionally, prime contractors must be U.S-owned entities. Project: ZHTV 151004, Simplified Acquisition of Base Engineering Requirements (SABER) The SABER is an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for design-build and design-bid-build construction projects, which are specific to WPAFB, and applicable to individual task orders. Work will consist of a broad range of maintenance, repair, alteration and/or new construction work on various real property facilities. Type of work the contractor can expect (not inclusive): new construction of buildings and structures; alteration, restoration, and repair of buildings, structures, roads, airfields, ground, roofs; specialty construction; utilities; and miscellaneous services including remediation/hazardous waste removal (i.e. asbestos, lead paint etc.). Contractor efforts may also include design/build from concept to 100% design. The Air Force intends to award one contract for this effort. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual TO. Contract PoP: 5 years; Ordering Period 5 years The estimated magnitude of the entire SABER is $76.5M maximum. The value of individual TO is typically $2K to $200K. However, there is a potential that TOs may be more or less than this range. NOTES: 1. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov. 2. There is no fee for this solicitation. 3. Please pay particular attention to the new SABER Statement of Work, pricing worksheet and Sections L & M of the DRAFT RFP as they contain many changes from the previous SABER contract competed in the past. For this solicitation we intend on enforcing strict adherence to the prices set in the RSMeans for each Task Order and the coefficients that each contractor proposes, and we believe that our new Statement of Work, evaluation criteria and worksheets help reflect this. Please give us your thoughts during this presolicitation process as we greatly appreciate your input. 3. A registration page will be attached to the web site. You are not required to register as an interested vendor. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. There will NOT be a public opening. Sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number, and the date and time proposals are due. 6. Contractors shall be capable of securing bonding in the amount of $5M and potentially up to $10M for the MACC. Additionally, Performance and Payment Bonds shall be required up to the full amount of individual TOs. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 8. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." This is a WPAFB Construction Contracting (PZIOC) program. The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program.
