Description
DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS) is issuing a market survey to identify potential sources who have the capability to provide comprehensive program management support services for current and future small, medium and large caliber ammunition programs and armament systems. Program management support provided shall consist of the following duties as described: • Provide Large Caliber Ammunition Subject Matter Expert (SME) support to the Mounted Requirements Division (MRD), Training and Doctrine Command (TRADOC) Capabilities Manager (TCM), Heavy Brigade Combat Team (HBCT), and TCM Stryker Brigade Combat Team (SBCT). Track efforts to develop and staff coordination of Key Performance Parameters (KPPs) and Key System Attributes (Materiel Availability, Reliability and Ownership Cost) for incorporation into the Test and Evaluation Master Plan (TEMP) and other Milestone B and C documentation. Individual(s) must possess the knowledge and experience necessary to convey critical information on the use, handling, safety and performance of Large Caliber Ammunition. Duty station is Ft. Benning, GA, but extensive travel is required. • Technical representative at Lake City Army Ammunition Plant, (LCAAP), MO, shall provide real time analysis, oversight and reporting on major plant functions (including component and ammunition production, quality management, equipment maintenance, environmental assessments, new or re-built equipment installations, training and management) and key events such as root cause analysis, critical failures tracking, First Article events and Malfunction Investigations. Perform independent evaluations of technical or process problems impacting delivery of small caliber ammunition or in process components. Participate in root cause analyses, provide recommendations, follow-up implementation of corrective actions and coordinate data. Analyze process and equipment improvement needs and opportunities to reduce costs, improve product quality and/or expand industrial capacity to meet funded or forecasted delivery requirements. • Lead the Warfighter Ammunition Information Program (WAIP) and provide direct on-site interface with the Warfighter community from an educational perspective. This individual must possess the knowledge and experience necessary to convey critical information on the use, handling, safety and performance of conventional direct fire ammunition in a tactical environment, for deploying Active Duty, Reserve, and National Guard troops across the Armed services. Duty station is Ft. Benning, GA, but extensive travel is required. • Technical Representative(s) at Picatinny Arsenal, NJ, shall have skills relative to large caliber (105mm-120mm), medium caliber (20mm-50mm) and small caliber (5.56mm-.50 Cal) weapon systems to support operations on-site at the Office of the Project Manager (PM-MAS), Picatinny Arsenal, NJ. Responsibilities shall include assisting the Project Manager (PM) and Deputy Project Manager (DPM) with communications to staff and PEO management, provide detailed review of programs; determine correctness and applicability of proposed actions; initiate necessary actions to respond to tasks received; ensure PM and DPM are continually prepared with necessary facts and information for decisions that are required; participate in complex reviews of various programs and provides written or oral reports. • Administrative representatives at Picatinny Arsenal, NJ shall provide administrative and secretarial support and general business operations including scheduling of meetings, maintaining calendars, visits; coordinating travel arrangements; preparing and submitting travel vouchers; initiating training requests, maintaining time and attendance and other duties as assigned. PLANNED ACQUISITION: This notice is being issued for informational purposes only. The U.S. Army is seeking interested sources to fulfill the requirements indicated above for FY18-23. The work will be performed at LCAAP, Independence, MO; Fort Benning, GA; and PM-MAS, Picatinny Arsenal, NJ. SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their company name, address, company size (including #of employees), capability, facilities, and past performance. This is a Request for Information (RFI) for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government may utilize the information received to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change. Security Clearance: The on-site representatives will need a current secret security clearance.
