- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for the creation of a CAD Cell in the Main Ship Channel and the Federal Maintenance Dredging of portions of the Main Ship Channel of the Boston Harbor Federal Navigation Project in Boston, MA. The project is planned to be issued on or about 15 July 2016. The project is expected to take approximately one year to dredge all of the material needed to create the CAD cell and return the Main Ship Channel to its authorized depths. The estimated construction cost is between $20,000,000 and $30,000,000. 1. Project Description: This project consists of the dredging of approximately 1,500,000 cubic yards (cy) of mostly Boston Blue Clay to create a CAD cell, with proposed cut depths up to 90 feet deep, in the 40-foot deep Main Ship Channel. The material dredged to create the CAD cell will be placed at the Massachusetts Bay Disposal Site (MBDS) approximately 20 miles offshore of Boston Harbor. Once the CAD cell is constructed, maintenance dredging of approximately 1,200,000 cy of silt material from portions of the 40-foot Main Ship Channel, the 40-foot deep Inner Confluence, and the 35-foot deep channel, and placement of this material into the CAD cell will be performed. Dredging must be accomplished by mechanical means and dredging of the silt material will require the use of an environmental bucket. Interested firms should submit a capabilities package to include the following: business classification (i.e. large business, small business, HUBZone, etc.), a proof of bonding as well as the type of equipment that would be utilized for this project. Additionally, the Government contemplates inclusion of Definitive Responsibility Criteria similar to the below in the resulting solicitation. Therefore, firms must demonstrate experience, within the last six (6) years, in the following requirements: • Mechanical dredging a minimum of 250,000 cubic yards in one consecutive 30-day period in a coastal harbor of at least 40 feet. • Construction of a Confined Aquatic Disposal (CAD) Cell to an elevation of 65 feet Mean Lower Low Water (MLLW). • Placement of dredged material at an ocean placement site at least 5 Nautical Miles (NM) offshore. • Dredging in harbors with annual waterborne cargo volumes of at least 5 million tons. Responses are limited to twenty pages. Responses are due by June 30, 2016. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided.
