- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section B are subject to change prior to the release of any solicitation. B. Bosque Computer manufactured Digital Recorder/Acquisition System (DAS) to be used with one (IR) camera; up to 640 by 512 focal plane arrays (FPAs) with 14 bit resolution and Camera Link connectors for data transfer and command and control purposes. The recorders shall have the capability of acquiring data from the camera simultaneously and streaming the data to a RAID system. The minimum Government specifications are as follows. • The DAS shall support continuous streaming of digital imagery data, collected from the 1 IR cameras described above, to a RAID system. • The DAS shall be capable of recording data continuously for at least 30 minutes, at a data rate of at least 480 frames per second with 2 terabytes disk storage. • The DAS shall include one 30-foot cable with Camera Link connectors on the end of the cable that connects to the camera and two 130 foot fiber optic extenders. • A camera frame rate of 480 frames per second (FPS) shall be supported at a window size of 640 by 512 pixels, and faster frame rates at smaller frame size. • The DAS shall be in a Lunchbox chassis. • The DAS shall include an R/W DVD drive. • The DAS shall include removable hard drives with one spare boot drive, one spare sets of raid drives and one large backup drive. • The DAS shall provide the capability to provide second display • The DAS shall support the ability to simultaneously record digital data from the camera (at the frame rates defined previously). • The DAS shall provide the ability to apply a time tag to each frame of digital imagery data from both cameras, with the IRIG-B signal from a GPS board. A GPS board shall be supplied with the DAS. • The start of data recording shall be initiated by either a keyboard stroke or an externally applied trigger pulse from a device connected through the USB port of the DAS. • The DAS shall include a Full Camera link fiber optic extender and a set of 50 meter fibers • The DAS shall include a 1000/100 MBPS network port. Additionally, the Bosque Computer manufactured DAS shall include camera control software with the following minimum specifications: • Capability of performing multi-point non-uniformity correction (NUC) to each camera. • Capable of storing the NUC data for each camera separately from the image data for application at a later time. • Ability to apply the NUC to the image data for each camera immediately after completion of a data grab or recorder the data to disk with the NUC preformed real time at 120 fps. • Ability to read IRIG-B time from a PCIE board, then write the timing information into the imagery data from each camera. • Capable of pulling individual frames of data (from each camera) from an image file (multiple frames) and importing the frames directly into Matlab analysis software. • Capable of defining a region of interest (ROI) within a single image (for each camera) and obtain image statistics (maximum value, minimum value, average value, standard deviation, etc) for that image. • Ability to playback the digital data after a data grab has been completed; apply histogram equalization correction to images during "live-view" mode, or during playback of captured images; define and subtract a background frame during playback of captured images; record x and y centroid values of an object of interest (such as a laser spot) during playback of captured images and log statistics for each frame. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 1,000 standard that accompanies NAICS code 334516. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects.
