- Solicitation Notice: Request for Proposal SOL-R5-16-00001 NOTICE: This is a Solicitation notice. Attached is a Request for Proposal. No telephone calls requesting a solicitation will be accepted or acknowledged. This solicitation utilizes the policies and procedures governing competitive negotiated acquisitions described in Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation. The United States Environmental Protection Agency (EPA), Region 5 Water Division (WD), Ground Water Drinking Water Branch requires technical assistance and capacity development services to develop and build the necessary technical, managerial and financial capacity of tribal Public Water Systems compliance with the objectives of the Safe Drinking Water Act (SDWA) in the states of Minnesota and Wisconsin. Tribal locations in Minnesota include the counties of Becker, Beltrami, Carlton, Cass, Clearwater, Cook, Goodhue, Hubbard, Itasca, Koochiching, Lake of the Woods, Mahnomen, Marshall, Mille Lacs, Pennington, Polk, Red Lake, Redwood, Roseau, Scott, St. Louis, and Yellow Medicine. Tribal locations in Wisconsin include the counties of Ashland, Bayfield, Burnett, Forest, Jackson, Outagamie, Sawyer, Shawano, and Vilas. The North American Industry Classification System code is 541620 "Environmental Consulting Services" with a small business size standard of $15 million. The associated product service code is R410, "Support- Professional Program Evaluation//Review/Development". All offeror's must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/ to be considered a Responsible Offeror and be eligible for award. In August 2016, the Government anticipates awarding ONE hybrid performance-based service contract with firm-fixed-price task contract line item numbers, negotiated fixed price tasks orders, and for Time-and-Material for incidental moderate to high-risk action for a five year period. The Agency has determined this requirement has potential organizational conflict of interests with firms directly engaged in or if it has a business or financial relationship(s) with firms who "Own, design, engineer, manufacture, operate, distribute, or invest in entities subject to Safe Drinking Water Act regulations, policies, guidelines, criteria, etc., and consultants to such entities, Point-of-Use/Point-of-Entry (POU/POE) treatment devices, water treatment equipment or chemicals, well drilling, suppliers of drinking water, and/or community water systems". With proper disclosure and appropriate action, an offeror could avoid, mitigate, or neutralize the potential conflict, therefore, no offeror's are restricted from submitting a proposal.
