- The purpose of this Sources Sought Notice is to gather information related to obtaining expanded coffee/beverage service for personnel working in the Department of Justice ("DOJ" or "the Department") Robert F. Kennedy (RFK) Main Justice Building. Background The RFK Building is a 1.2 million square foot government owned office building encompassing a city block located in the Northwest quadrant of Washington, DC. RFK is bordered by 9th and 10th Streets (east/west) and Pennsylvania and Constitution Avenues (north/south). Currently the building is served by an internal cafeteria from 6:00 AM to 2:00 PM Monday through Friday excluding holidays and vending machines with snack products and drinks are available 24 hours a day. With limited beverage options after 2:00 PM, building personnel have recently expressed a desire for expanded coffee/beverage service, particularly in the afternoon hours. Therefore, the Department is investigating the possibility of adding this service for the benefit of the employees. The building has a population of approximately 900. The actual number of employees on-site fluctuates throughout the day. Scope of Service The vendor will provide coffee/beverage service using a portable cart or pop-up style facility during the core hours of 2:00 PM to 5:00 PM, Monday through Friday excluding holidays. The vendor will have the option of expanding service outside these hours as early as 7:30 AM and as late as 6:00 PM. The Department will provide space, water, and power at no cost to the vendor. The vendor is responsible for providing the portable cart or pop-up style facility, all equipment and supplies and labor. The vendor is also responsible for obtaining all applicable permits and licensing, maintaining all equipment and ensuring that furnished product is stocked at appropriate levels to avoid spoilage. The Department will not provide any financial assistance; therefore, the operation must be self-sustaining. At a minimum, service is to include a variety of branded coffee options (for example, regular, decaf, flavored, etc.), tea and associated supplies. Additional options could include, but need not be limited to, espresso-based beverages, cocoa, snacks, and baked goods. Product furnished by the vendor may not duplicate that available in existing vending machine equipment throughout the building (under the Randolph Sheppard Act) but is otherwise unrestricted. The RFK building is a secure facility and all vendor personnel working on-site will be subject to a full background investigation.
