- This is a Sources Sought/Market Research synopsis. The Overton Brooks VA Medical Center Contracting office is performing market research to ascertain whether there are potential sources and their business size classification (HUB-Zone, 8(a), Small Business, Small Disadvantage Business, Women Owned Business, Service Disabled Veteran Owned Business, or Veteran Owned Business) relative to NAICS Code 517919. The VA Medical Center is seeking potential sources to provide and deliver a complete Digital Motorola or equivalent platform Radio System with 3 repeaters permitting redundancies in system functionality to the Overton Brooks VA Medical Center (OBVAMC). See Statement of Work for more detailed information. The location is as follows: Overton Brooks VA Medical Center, 510 East Stoner Ave, Shreveport, LA 71101. This notice is to assist the VA in determining sources only. This is not a solicitation for proposals or quotes. A solicitation will issued at a later date and time. All information submitted in response to this source sought notice is considered voluntary. Interested and capable respondents are requested to provide: company name, address, point of contact, phone number, DUNS number, geographical location, business size and number of employees. Responses must be received in writing no later than June 17, 2016. Statement of Work 1. Introduction The Overton Brooks Veterans Affairs Medical Center (OBVAMC), located at 510 E. Stoner Avenue, Shreveport, Louisiana plans to procure a complete Digital Motorola or equivalent platform Radio System with 3 repeaters permitting redundancies in system functionality. 2. Information The Contractor shall furnish all necessary parts, labor, materials, equipment and transportation for one (1) complete Digital Radio System for the Department of Veterans Affairs' - Overton Brooks VA Medical Center (Emergency Management Program), in accordance with the Statement of Work, and all terms, conditions, and provisions of this contract. The Digital Radio System shall be used to provide routine daily internal communications for employees in Engineering, Environmental Management and Police Services. Additionally, the system will be utilized to provide communications throughout the facility under emergency situations or outages of normal communications systems. Capability exists through 2 radios to Police Service by Shreveport Police establish interoperability with all community police and fire services. The Emergency Preparedness Coordinator has 2 radios for interoperability will all medical community partners. There is no requirement for Veterans Affairs facilities to have Department of Homeland Security P-25 compliant radio systems. The Overton Brooks VA Medical Center is located at 510 East Stoner Avenue, Shreveport, LA 71101. 3. Product Specifications and Quantities The Contractor shall provide a Digital Motorola or equivalent platform radio system with 3 repeaters permitting redundancies in system functionality. The system shall have capability that select users can over-ride all other users to transmit critical and timely information. The system shall be able to accommodate 4 channels of use with talk-groups to permit specific project discussions without tying up main channels. All radios shall be programmed for cross-functionality and 45 shall provide one channel that is encrypted for Police Service use. The system shall utilize Overton Brooks VA Medical Center's current Internet Protocols and network available to provide communications with the clinics located in Monroe, LA (90 miles); Texarkana, AR (60 miles); and Longview, TX (60 miles). Transfer of service from current analog system to digital system shall occur at non-peak hours to ensure minimal disruption of services. Combine 2 way radio capabilities with digital technology. Capable of voice and data sharing. Identify and utilize three existing frequencies and complete any coordination/adaptations with the Federal Communications System as necessary. Can communicate within each service or cross functionally with other services on the system. Radio salient features: "Noise and static filtering. Installation: Contract agency shall provide access to 12th floor radio equipment rack, roof and other areas required for system installation. Use of existing wiring, cabling, connections as may be operable with new systems. Elevator service is available from basement to 10th floor. 5. Removal: The Contractor shall remove and replace cabling as required to ensure system performance. 6. Training: On-Site Training shall be provided for 10 personnel on system operation and maintenance. Training shall be provided to a cadre of users to enable in-house training and system familiarization. 7. Warranty: All hardware shall come with existing manufacturer warranty and serviceable at a local service center. 8. Technical Support: Technical Infrastructure Support shall be provided 24/7/365.
