- TABLE 1 (Provide pricing here) Service Contract Act Wage Determination Performance Work Statement (PWS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with FAR part 13 and additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F6UGDT6111AW01 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 811121 with a small business size standard of $7.5 M. This requirement is a 100% small business set-aside and only qualified offerors may submit quotes. The Govern m ent intends to issue a firm fixed price contract for the acquisition of Aerospace Ground Equipment (AGE) Painting in accordance with the attached Performance Work Statement. Funds are c u rrently available. Quotations m ust be good for one m onth after the clo s ing postdate. QUOTES MUST BE ALL OR NONE. PARTIAL AWARDS WILL NOT BE MADE. Quotes due by: 11 July 2016 @ 9:00 A.M. EST Place of Performance: 125 FW/Detachment 1, Homestead ARB, Florida 33039. Period of Performance: 1 September 2016 - 31 March 2017. CHANGES TO THIS CONTRACT / PURCHASE ORDER / DELIVERY ORDER: The Contracting Officer (CO) is the only person authorized to approve changes or modify any of the requirements under this contract and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the CO. In the event the Contractor effects any such change at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. Contractual problems, of any nature, which might occur during the life of the contract shall be handled in conformance with public laws and regulations and shall be referred to the CO for resolution. Only the CO is authorized to formally resolve such problems. Therefore, the Contractor is hereby directed to bring all such contractual problems to the immediate attention of the CO. Any request for contract changes/modification shall be submitted to the CO. B. RESPONSIBILITY AND INSPECTION: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. •C. T he following factors shall be used to evaluate offers: i. Total Pri c e Quote: a. Provide pricing for your p r oposal in Table 1 ( attachment). No other pricing f or mat w ill be accepte d. ii. Past Performance: a. The contractor shall provide work experience of individuals performing service. All individuals shall have no less than 5 years of experience in sanding and painting. The contractor shall submit 3 successful past performances with experience performing sanding/painting/maintenance of similar equipment for a service of similar type and magnitude. EVALUATION OF QUOTES: Award will be made to t he lowest priced offeror with acceptable past performance history. Past performance will be rated on a pass/fail criteria. Processing time, which normally takes 48 hours, should be taken into consideration when registering.
