- This announcement constitutes a Sources Sought Synopsis required by DFARS PGI 206.302-1(d) for information and planning purposes to identify the availability of potential sources capable of providing the Mortuary Affairs Branch of the Navy Casualty Division of Customer Relations Management (PERS-1) at Navy Personnel Command with military flag cases. An Indefinite Delivery, Indefinite Quantity (IDIQ) is anticipated with resultant delivery orders being issued on a Firm Fixed Price basis. Award of the resultant contract is anticipated during the fourth quarter of Fiscal Year 2016 through sixty months thereafter with a ceiling of 4000 cases. The applicable NAICS code and size standard are 339999 (All Other Miscellaneous Manufacturing) and 500 Employees, respectively. It is the Navy s intention to solicit on a brand name sole source basis for the Heritage Spec Military Flag Case manufactured by Spartacraft Inc. All potential suppliers must be able to provide the following minimum salient characteristics approved by the Mortuary Affairs Branch: 1.Flag Cases Made-in-America Solid Walnut Triangle Case with raised-panel front lid Overall dimensions 25 3/8 x 12 x 4 3/8 , sized for 5 x 9.5 Government Spec. Cotton Burial Flag and room to accommodate medal and ribbons attached to the inside of the Flag Case lid. Lid hinged to open 105 degrees with two Antique Brass hinges Walnut plywood back panel (not pressed wood or other substitute). Concealed magnetic closure. Triangular Velcro-friendly insert (service specific colors: red or blue) with rigid backing suitable for displaying and attaching or pushing pins through for ribbons, medals, patches, etc. (Include additional length of Velcro tape.) 3 x 6 black-on-brass engraving plate (loose inside the case). Wall hangar included (loose inside the case). Recessed brass service-specific medallion dimensions 2 diameter. Closed case must prevent dust from entering the case (a dust seal lid and base profile). Finish color to be finished using a 7-step, high-end furniture finish to meet ASTM-D2571. Cases are to be packed individually according to packaging industry standards to prevent any damages to the cases. Domestic and/or international shipping will be accomplished by least costly method and/or quickest method of shipment to meet delivery terms via UPS, USPS, or FEDEX or Common Carrier. Prospective offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirements attached hereto are invited to respond to this market research survey/sources sought synopsis via the submission of an executive summary, no more than five (5) pages in length. The submission should include the following information and should reference N00189-16-R-PERS1: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Size of business - Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-owned, Veteran-Owned, and/or Service Disabled Veteran-owned. 4. If the items/services can be solicited from a GSA schedule, provide the GSA contract number. 5. If the items/services can be solicited from a Seaport-e MAC, provide the Seaport-e contract number. 6. Capability statement displaying the contractors ability to provide above required supply in support of Mortuary Affairs Branch of the Navy Casualty Division of Customer Relations Management (PERS-1) at Navy Personnel Command.
