Description
An RFP will be issued for the continued Operation of the Hartford Job Corps Center, located at 100 William Shorty Campbell Street, Hartford, Connecticut It is anticipated that the RFP will be released on or about June 29, 2016. Job Corps is a national residential and non-residential training and employment program, Outreach/Admissions and Career Transition Services administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged and at-risk youth, ages 16-24 years, throughout the United States. Job Corps provides educational and career technical skills training and support services. The unique combination of services provided in Job Corps is intended to better prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, April 1, 2017 through March 31, 2019, plus three (3) governmental unilateral renewal options of one (1) year each. These services are being solicited as UNRESTRICTED. The RFP can be obtained from FedBizOps and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://www.doleta.gov/jobcorps/RFP_main_new.cfm. The average capacity for the center is 181 youth of which 68 are resident males and 48 resident females, with 65 non-residents consisting of 30 males and 35 females nonresident. This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate the arrival of a minimum of 140 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The Career Transitional Services contract goals anticipate 152 graduates and 89 former enrollees will be serviced. A Pre-proposal Conference and Site Visit will be scheduled at the Hartford Job Corps Center which is located at 100 William Shorty Campbell St, Hartford, CT 06106. The date and time for the Pre-proposal Conference and Site Visit will be provided in the RFP. Please Note that this is an Unrestricted Procurement The successful contractor shall provide Academic and Career Technical / Vocational Training, operate Counseling & Residential Living programs, Career Transition Services, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services, and Student Career Transition Services,. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations, Public Information and Outreach and Admissions and Post-center Career Transition Services. Proposals in response to the RFP will consist of a written submission and Oral Presentation and as described in Section L of the RFP. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
