Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Plant Protection and Quarantine (PPQ) Facility in Ft. Lauderdale, FL intends to award a sole source, Firm Fixed Priced Indefinite Quantity/Indefinite Delivery Contract to PM Service Corp, 1919 NW 19th Street, Fort Lauderdale FL, for storing a maximum of 125 vehicles at one time, primarily pick-up trucks but will also include sedans and passenger vans, for a time period ranging between 14 days to 90 days per vehicle. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) and The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. And FAR 6.302-2 Unusual and compelling urgency. Authority. 41 U.S.C. 253(c)(2). (2) When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. (b) Application. This authority applies in those situations where- (1) An unusual and compelling urgency precludes full and open competition; and (2) Delay in award of a contract would result in serious injury, financial or other, to the Government. The need for utilization of parking spaces is immediate. PPQ Florida has chosen P.M. Service Corporation in FT Lauderdale as sole vendor for this lease project primarily due to geographic location and the low rate quoted to our Support Services Technician. Following are reasons that justify this decision: • P.M. Service Corporation is close to the GSA Lease office • PPQ Florida has a high concentration of field offices in Southeast Florida so it makes sense to have the staging lot in FT Lauderdale. Nearby PPQ field offices are: Miami Plant Inspection Station, 6302 NW 36th ST, Miami, FL 33122 Port Everglades Office- 1800 Eller Dr. FT Lauderdale, FL 33316 Davie Office- 4380 Oakes Rd., Davie, FL 33314 FT Pierce Office- 2741 Crossroads Pkwy, FT Pierce, FL 34945 ARS Facility offices- 13601 Old Cutler Rd., Miami, FL 33158 Riviera Beach office- 1 East 11th ST, Riviera Beach, FL 33404 Vero Beach office- 8075 20 Street, Vero Beach, FL 32966 Vehicles will be staged at this lot for other offices throughout PPQ Florida, but given the high concentration of offices in the Southeast, FT Lauderdale is the perfect location. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its lot facilities services and proof that your lot is located within a 2 mile radius of any of the addresses listed, to the Contracting Officer by 4:00pm. Central Time (MT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 812930 Parking Lots and Garages, and the Small business size standard is $18mil. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
