- FA3002-15-R-0025 LAUGHLIN BOS SYNOPSIS The 338 th Specialized Contracting Squadron (338 SCONS), JBSA-Randolph, TX is conducting an acquisition for Laughlin Base Operations Support (BOS) re-competition and follow-on contract. This is a pre-solicitation notice to provide non-personal services for BOS at Laughlin AFB, TX. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive.) The supported mission is for the 47th Flying Training Wing (FTW) located at Laughlin AFB in Del Rio, TX. The Wing's primary mission is to conduct specialized undergraduate pilot training for United States Air Force, Air Force Reserve, Air National Guard and allied nation air forces utilizing the T-6A Texan II, T-38 Talon and T-1A Jayhawk aircraft while deploying mission-ready Airmen as well as develop professional, bold and disciplined leaders. For the Laughlin BOS re-compete, the Service Provider (SP) shall provide all personnel, equipment, tools, materials, supplies and supervision required to accomplish a broad range of BOS. The SP shall meet all requirements and responsibilities in the Performance Work Statement (PWS) applying to four functional areas: All Service, Civil Engineering (Operations and Maintenance - sustainment, Ground and Site Maintenance, Energy and Utilities Management, Vertical Transportation Equipment), Supply, and Transportation Services. The SP shall provide a staff that is fully trained, qualified, certified, and licensed, to meet local, state, Air Force, DoD, and Federal requirements including providing all necessary parts, tools, equipment, training (to include travel and per diem), and materials not specified as government furnished within the PWS. The SP shall focus on the customer's needs and consistently provide responsive, flexible, and cost effective service; ensure quality work/performance in accordance with applicable standards, guidelines, and directives listed in Appendix A of the All Services section of the PWS. All the above is in support of the 47th FTW, supported satellite accounts, and other DoD agencies receiving support from Laughlin AFB, TX. The contract will have a one-month (1) base Period of Performance (POP) for mobilization, with the estimated POP starting 01 January 2017 and ending 31 January 2017. There will be five 1-year Option Periods with and estimated POP for Option 1 starting 01 February 2017 and ending 31 January 2018, to include FAR Clause 52.217-8, Option to Extend Services, with the potential to extend the contract an additional six months beyond the awarded contract POP. Option 1 will be exercised at time of award. In the event the Government requires continued performance, the Government's evaluation of prices proposed will be considered fair and reasonable as applied to an extension of services. Should an extension of services be required, rates will be adjusted only as a result of revisions to applicable prevailing Department of Labor wage rates. This requirement will be solicited using the Request for Proposal (RFP) FA3002-15-R-0025 which will be posted to the Federal Business Opportunities (FBO) website https://www.fbo.gov/ around 21 June 2016. A Pre-Proposal Conference/Site Visit at Laughlin AFB will be scheduled for about 6 days after release of the RFP (29 June 2016). Questions pertaining to the DRAFT PWS or Sections L&M will not be answered before the Pre-Proposal Conference/Site Visit. Questions should be documented in writing in accordance with the RFP attachment when the final RFP is posted. All documents are considered draft until the final RFP is posted. If there is any discrepancy between the draft documents and the final RFP, the final RFP documents will take precedence. The Pre-Proposal Conference/Site Visit will address RFP requirements and include a base tour followed by questions and answers session and one-on-one meetings with interested SPs. (These dates are subject to change). In order to expedite the process for obtaining base access for the Pre-Proposal Conference/Site Visit, interested offerors must submit the following information for anyone planning on attending, on or before 1500 hours CDT, Friday, 17 June 2016 to the POC's below: -First and Last Name -Date of Birth -Drivers License and State of Issue (Note: Please limit the number of attendees to no more than three (3) per interested offeror). Interested offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. FBO is the single point of entry for posting of the synopsis and solicitations to the internet. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in SAM is required. To register, go to https://www.sam.gov/portal/public/SAM/. The North American Industry Classification System (NAICS) code for this solicitation is section 561210 - Facilities Support Services. The small business size standard is $38.5 million in annual gross receipts. There will be no public bid opening. Directions for proposal submission will be included in the solicitation. This requirement will be conducted as a competitive 8(a) Set-Aside and will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection method. A source selection will be conducted in accordance with Federal Acquisition Regulations 15.3 as supplemented by Department of Defense Source Selection Procedures, Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315 Contracting by Negotiation (dated 6 April 2015), and AFFARS Mandatory Procedures 5315.3 Source Selection (dated 6 April 2015). The Government anticipates making a Single Award, Firm Fixed Price (FFP) contact without discussions on or around 29 September 2016. Dates listed above are approximate and included for reference only. In light of the Government shutdown, the dates are subject to being adjusted accordingly. The actual date and details will be published in a separate notice (e.g. actual dates of the pre-proposal conference/site visit will be specified in the solicitation).
