- Quantities and Locations of Requires Special Needs Carts This is a sources sought notice only. All responses will be used for market research informational purposes only. This is not a Request for Proposal. The Defense Commissary Agency has a requirement for single unit shopping carts that provide a seat for ambulatory and non-ambulatory special needs children, young adults, and adults that provide a means of supporting the person in an upright position. This shopping cart shall have a rear facing passenger seat and harness system that provides caregivers a viable option to transport a special needs individual throughout a store while shopping. The harness apparatus shall provide the ability to strap the individual into the seat in an upright position for support. This cart should support a 250-pound person; have a five-point harness to secure the individual, a brake to help ensure stability and handles that rotate to allow easy access to the seat. This equipment will fill a void for shoppers with older disabled children that cannot use a wheelchair since a wheelchair lacks a harness to hold the special needs patron into the seat. This cart will be supplied to various commissaries located throughout the Continental United States. Firm-Fixed Priced Purchase Orders - funding will be provided per line item per store. Payment will be made using Wide Area Work Flow (WAWF). Estimated delivery date - 180 days ARO. (See attached list for quantities and locations). The applicable North American Industry Classification Systems (NAICS) Code is 333924; Business Size Standard is 750. Firms may indicate their interest in this requirement by submitting a statement verifying that their company is capable of providing single unit shopping carts that provide a seat for ambulatory and non-ambulatory special needs children, young adults, and adults that provide a means of supporting the person in an upright position. Responses shall be received within fifteen (15) calendar days of publication of this notice. A determination not to compete this requirement is entirely at the discretion of the Government.
