Description
Synopsis: This is a Sources Sought Notice. This advertisement is not a solicitation for offers, nor is it a request for proposals. A Request for Proposal may be issued by the Veteran's Health Administration (VHA) at a later date. For further information, please contact Eric L. Davis at eric.davis99@va.gov. The Veteran's Health Administration (VHA) is a seeking a suitable location for 4400-4600 net usable square feet of existing office/clinical space in the Manhattan, Kansas area for a Veteran Center. The VA is conducting a competition for space and will locate this Veteran Center in the most advantageous location for the Government. The Location, Access, Present Layout, its alterations and other factors will be considered when determining whether the space identified by offerors is appropriate. The space shall not be located on more than one floor; first floor space preferred for an estimated 4400-4600 NUSF of contiguous space. The VHA is requiring a minimum of twenty (20) on-site parking spaces, three (3) of which are marked and designed as handicapped, and a space for parking of one government vehicle. The VHA requires all services, supplies, utilities, partitioning and required tenant alterations. The lease term will be for a total of ten (10) years; with termination rights for the VHA after the initial five (5) year term with a 120 day written notice. Occupancy is required by July 1, 2017. To be considered, the property offered shall be in Manhattan, Kansas within a delineated area consisting of a North limit of Ft. Riley Blvd, a South limit of Kimball, an East limit of Scenic Drive, and a West limit of Ft. Riley Blvd. area. The facility must be located within the 66502 and 66503 zip codes. Offers must provide evidence that properties are outside the 100 year flood plain. VA staff will conduct a market survey of properties offered for lease. Please provide the following in your package: 1) Site location (physical location of property); 2) Property description; 3) Total square footage; 4) Site condition; 5) Floor plans-if available; 6) Pictures if available. Interested offerors (owners, brokers or their legal representatives) should submit specific information (e-mail preferred) concerning their properties to Eric L. Davis (VA Contracting Officer) at the following address no later than July 9, 2016, 1530 CST to be considered. *Net usable square feet does not include such common building areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space.
