- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. Space is an ongoing issue in NCGC Biology laboratory and keeping large freezers in the lab is no longer feasible. Seven freezers are currently located at an offsite storage facility, which provides 24/7 REES monitoring to ensure that the contents are kept at minus 80C temperature. There is a need for an additional three freezers to be installed, stored and maintained under these same conditions The facility also ensures that a yearly preventative maintenance inspection and calibration is completed. Purpose and Objectives: The purpose of this contract is to provide installation of freezers, storage and 24/7 monitoring of ten ultra low temperature freezers, and annual preventative maintenance in an offsite storage facility. Project Requirements Vendor shall provide the following: 1.The vendor shall transport and install freezers at facility 2.The vendor shall store a total of ten ultra-low temperature freezers (-80C) 3.The vendor shall monitor the temperature and conditions of each freezer 24 hours a day 4.The vendor shall complete preventative maintenance and calibration of each freezer every year Preventive Maintenance: Performed by validated vendor Airflow Environmental and the Temperature probe calibration provided by a certified technician of Rees Scientific. This includes: 1.Check the following and clean if needed: a.condenser b.door gasket, note if replacement needed c.air filter 2.Lubricate condenser, evaporator fans if needed 3.Check for unusual noise or vibration 4.Check for refrigerant/oil leaks 5.Verify temperature control 6.Check electrical connections, cord and plug for wear 7.For High & Low stage compressors, note the rated amps, and the actual amps 8.Check in freezer compartment for ice buildup. Does it need defrosted? 9.Note if any items need replaced or serviced so NCATS can have this completed The personnel to perform maintenance and qualifications are validated vendors. Emergency Service: Repair cost to be covered by contract and vendor is not responsible for any parts. Vendor will arrange for freezer diagnosis and get quote for repair and parts. (Empty freezer available as back-up freezer for emergency transfers). Danielle Bougie at NCATS will be notified immediately if it happens during normal business hours or by next business day if freezer break down happens after business hours. Accessibility: Access to the storage facility is required during normal business hours, M-F. NIH will provide notification to the contractor of required access to the facility at least 24 hours in advance. Contractors that believe they possess the ability to provide the requirement should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses (capability statements) sent in response to this Small Business Sources Sought Notice must be submitted electronically (via e-mail) to the Contract Specialist. Facsimile responses are NOT accepted. The response must be submitted to Stacey Polk, Contract Specialist at spolk@nida.nih.gov. The response must be received on or before the closing date of this announcement.
