- Attachment J-2 Past Performance Questionnaire Attachment J-3 Section B - CLIN Pricing Attachment J-1 Technical Data Package LCNLS16R0019 solictiation The National Library Service for the Blind and Physically Handicapped (NLS/BPH), Library of Congress (LOC), administers a free library service to eligible residents of the United States and American citizens living abroad who cannot hold, handle, or read standard print media because of a temporary or permanent visual or physical limitation. NLS publishes approximately two thousand books and seventy magazines in audio annually. NLS also provides a playback device for reading the material. The NLS Digital Talking Book Machine (DTBM), which was designed to facilitate convenient use by blind and physically handicapped people, provides maximum reliability under environmental conditions that are sometimes harsh and survives handling that may be technically unsophisticated or inadvertently abusive. The DTBM plays program materials produced by NLS/BPH in a special format. All materials and equipment in the program are sent to users and returned to libraries postage free. The Contractor shall deliver a commercial wireless remote control system for the DTBM. The wireless remote control system shall consist of a transmitter and a receiver. The transmitter shall be a hand-held device and the receiver shall connect to the DTBM via universal serial bus (USB). NLS/BPH will provide a complete design of an infra-red remote control system. The contractor shall review, validate, and recommend modifications to the design based on their experience in producing commercial remote control systems. The contractor shall keep records of design modifications and shall deliver a complete design package of the final approved remote control system in addition to the fully functional remote control systems.
