- The Air Force Medical Service (AFMS) has a requirement for high quality medical support services in the 50 United States, the District of Columbia and Guam. On 25 Jan 12, the Air Force awarded five Multiple Award Indefinite Delivery/Indefinite Quantity Contracts with a combined $494M ceiling over a five year ordering period through 24 Jan 17 with all task order performance ending by 24 Jan 18. Contract numbers comprising this MSS program include FA8053-12-D-0041 through 0043, FA8053-12-D-0045 and FA8053-12-D-0046. All contracting offices supporting the Air Force Military Treatment Facilities (MTFs) are authorized to place orders under the MSS contracts for Air Force requirements. The MSS program is designed to provide qualified medical support personnel for routine staffing, temporary increases in workload, new mission support, reorganization support, limited duration need, start-up/shut-down needs, and workforce fluctuations in four categories: Certified support services, Medical specialized support services, Technical support services and Clerical support services. The aforementioned services supplement Air Force military personnel, DoD civilian employees, other contracted staff, and/or may provide a complete full service/operational activity where government personnel ensure the overall performance of the contracted function, but do not perform the individual tasks/services. The Deputy Secretary of Defense has directed the implementation of the Military Health System (MHS) governance reform to address opportunities to realize savings in the MHS through the adoption of common clinical and business processes and the consolidation and standardization of various shared services. These changes include the establishment of shared services under Defense Health Agency (DHA) management in order to improve performance, decrease costs, and enable the MHS to operate more efficiently as an integrated health system. With the establishment of DHA, the Air Force medical strategic sourcing program management resources were transferred to DHA and the contracting resources supporting medical strategic sourcing were reallocated to other contracting efforts. The Air Force planned to obtain medical support services through DHA upon the end of the MSS contracts ordering period on 24 Jan 17. However, the Air Force has recently been notified the DHA contract will not be available until November 2017. The Air Force will need to maintain medical support services until the DHA contract is available for use. Due to the limited time available before the end of the MSS ordering period and the limited duration of the gap between the end of the MSS contracts and the award of the DHA contract, the Air Force intends to continue to obtain contract services with the five MSS contractors under the authority of Federal Acquisition Regulation (FAR) 6.302. This acquisition is for a 12-month extension of services with two six month options intended to enable transition of services when the DHA contract vehicle becomes available for use by the Air Force. Utilizing full and open competition to obtain these services would result in unacceptable delays in fulfilling the Air Force's requirement for medical support services and impair the Government's ability to transition to the DHA contract without disruption to the Air Force Medical Service mission. This notice of intent is not a request for competitive proposals and no solicitation is available. Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a proposal (to include contact information, size status under NAICS 621999, DUNS Number, and CAGE Code). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the Government and would not create a break in service or degradation of performance quality. All responses must be provided in writing to the Contracting Officer (Clarinda Smith) with a copy to the Contracting Specialist (Meghan Cherry) not later than 5:00 PM Local Dayton, Ohio Time (Eastern) on 25 Jun 2016. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any modifications to the existing contracts.
