- The 39th Contracting Squadron is requesting information for the below service. This is only to identify sources that would be able to provide the service, not to request pricing. Defense Economic Cooperation Agreement (DECA) Information: Due to an established economic agreement between the United States Government and the Government of Turkey, the U.S. Air Force intends to award this requirement to a business concern within the country of Turkey, as required by the DECA Supplementary Agreement 3, Article VI. Please reply to 39CONS.LGCZ.contingency@us.af.mil by 1400 EEST (0700 EDT) on 24 June 2016 if your company would be able to provide the below stated service. REQUESTED SERVICE: Customs Liaison The Contractor shall provide Custom Liaison services advising Turkish Customs (TC) as to the military nature of any cargo on which TC might require clarification. Customs procedures, definition of customs bound cargo, exemptions, etc. rest solely with the Ministry of Customs & Commerce Subject to customs procedures are land borne vehicles such as trucks, trailers etc. that carry United States Government (USG) cargo originating from outside Turkey to Diyarbakir Airbase (DAB); airborne vessels such as fixed-wing or rotary aircraft that are operating for transportation purposes only. - Customs Officers will be available 24/7 for practically immediate or pre-scheduled arrival onto base for conducting customs inspections and receiving paperwork from the U.S. Government. - Scheduling for Customs Officers will be undertaken and coordinated by the Contractor (KTR). - Customs Business Hours are Monday-Friday: 08:00 to 12:00, from 13:30 to 17:00. - TMO/ PERSCO will notify the KTR for cargo bearing and/or passenger carrying flights in and out of DAB, KTR will notify Turkish Air Force & TC for prompt scheduling and deployment to conduct any required inspections. - TC will bill for customs services provided for Temporary Duty on-site inspections, overtime if needed per Customs Officer. - TC will no longer bill for transportation expenses paid while traveling to and from base for inspections. KTR will utilize a rental vehicle for the transportation of Customs Officers onto and from base to conduct customs inspections on-site at the request of the USG. - Customs fees for Customs Officers and overtime will be paid to official Government accounts in exchange for receipts. USG will reimburse the KTR in turn upon receiving the receipts of customs fee & overtime payments made to the TC.
