This RFI does not commit the U.S. Government to a contract for any supply or service whatsoever. Furthermore, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any RFP, if one is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement. The Army Contracting Command - Aberdeen is seeking potential sources capable of modernizing, manufacturing and delivering Unit Hub Satellite Terminal (UHST)s that are compatible with existing Warfighter Information Network-Tactical (WIN-T) systems and equipment. This modernization effort shall include new components to replace End of Life (EOL) components, engineering design, integration, production, testing and certification, sustainment, and field support for the UHST systems in the Army. Product Manager Warfighter Information Network-Tactical (PdM WIN-T) Increment 1 provides Satellite terminals to the tactical Army. The Unit Hub Satellite Terminal (UHST) provides a Satellite Communications (SATCOM) Hub at the Army Division Headquarters, terminating various Frequency Division Multiple Access (FDMA) and Multi-Frequency Time Division Multiple Access (MF-TDMA) links during unit training or operational missions at home and overseas. The current system requires replacement of EOL components, chief among them the 3.9m reflector. The UHST system consists of a Ku and Ka band antenna and associated components, a modem shelter with 8 Linkway S2 modems, Linkway Master Reference Terminal (MRT) and Alternate MRT with associated Network Control Center (NCC) and Alternate Network Control Center (ANCC), 8 DMD 2050E Frequency Division Multiple Access (FDMA) modems, 8 MPM-1000 Network Centric Waveform (NCW) modems, grounding system, stabilization system, onboard generators, and onboard Environmental Control Units (ECUs). All components are mounted on a 5-ton tactical vehicle from the Army's Family of Medium Tactical Vehicles (FMTV). The antenna is mechanically deployed and stored in a configuration suitable for tactical movement or transport via military aircraft, C17 or C5. There are two variants of UHST, AN/TSC-169 and AN/TSC-187, containing differing components that perform the noted functions. The desired end state is redesign of the two different systems into one common design with common components and establish a capability that enables long-term sustainment of the systems for the Army. It is also required that the Antenna system integration be done to allow transport/storage on the existing flatbed of the AN/TSC-169 and AN/TSC-187 vehicles. The UHST Specification Requirements, Capability and Environmental Requirements, and anticipated Logistics Requirements are set forth below. Unit Hub Satellite Terminal (UHST) Specification Requirements: 1. Frequency Bands - Ku Transmit: 14.0 to 14.5GHz or 13.75 to 14.5 GHz, Receive: 10.95 to 12.75GHz; Ka Transmit: 30.0 to 31.0GHz Receive: 20.2 to 21.2GHz; X-band Transmit: 7.9 to 8.4 GHz Receive: 7.25 to 7.75 GHz 2. Equivalent Isotropically Radiated Power (EIRP) (single carrier linear) - Ku = 76.0 dBW; Ka = 75.0 dBW; X = 73.0 dBW 3. G/T - Ku = 29.5 dB/K; Ka = 30.5 dB/K; X = 26.0 dB/K 4. Polarization - Ku band: Vertical / Horizontal; Ka band: RX RHCP / LHCP, TX RHCP / LHCP; X band: TX RHCP, RX LHCP 5. Certification - Ka: ARSTRAT; Ku: IESS; X= ARSTRAT 6. Tracking and auto acquisitions - All bands and meet ARSTRAT requirements for Ka and X band 7. RF Interfaces - L-Band 8. Transport - Integrate into existing platform or break down into transit cases for transport on existing AN/TSC-169 and AN/TSC-187 Unit Hub SATCOM Terminal 9. Power - Integrate into or use existing power on AN/TSC-169 and AN/TSC-187 Unit Hub SATCOM Terminal 10. Monitor &Control (M&C) - Support open standards compliant with DoD IA policy (ie SNMPv3 and other ARMY STIGs). Monitor and control all components of SATCOM terminal, operations and alarms. Development of a technical data package sufficient to allow competitive re-procurement and repair of UHST antenna and Line Replaceable Unit (LRU) components. 2. Vendor-provided warranty coverage for UHST antennas and LRUs during the Modification Work Order (MWO) installation period. 3. Provide capability for ordering spare UHST antennas and LRUs as well as repair broken UHST antennas and LRUs. 4. Provide software support for new required software and integration/interoperability with existing software. The following logistics support efforts may be required: logistics deliverables to validate safety of new components and the overall system, establish the maintenance concept, properly provision all new parts, create new or revise existing field-level Operations and Maintenance Technical Manuals, and create new or revise existing Training Support Packages. It may also be necessary for the vendor to provide field support and training during and after the product is fielded. Responses: Only interested firms who believe they are capable of providing and supporting an antenna solution that is compatible with the Unit Hub Satellite Terminal that meets the Government's requirements are invited to respond. Vendors will demonstrate in their response the following: 1. Mechanical and Electrical engineering change capabilities for building to PM driven specifications. 2. Possession of facilities to perform the upgrades required for this effort. 3. Possession of engineering experience to accomplish the antenna integration in the field if necessary. 4. Possession of appropriate quality control systems to perform the work and meet the test requirements for this effort. 5. Evidence of expertise to qualify antennas and ancillary RF components via ARSTRAT certification process. Indicate interest by providing: a) Company name, company address, overnight delivery address (if different from mailing address), Cage Code, point of contact, e-mail address, telephone number, fax number. b) Business size and socio-economic category. c) Information on the Unit Hub Satellite Terminal (UHST) technology solution and how your company can meet the Government's requirements. Submission of Information: • All submissions should be in Microsoft Word for Office 2013 or a compatible format. • Responses to this RFI shall be unclassified and should not exceed 10 pages in length. Telephone or verbal inquiries regarding this notice will not be honored. All restricted information shall be clearly marked. Responses to the RFI will not be returned and no feedback or evaluations will be provided to companies regarding their response to this RFI. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
