Description
The U.S. Department of Health and Humans Services, National Institutes of Health, National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REB) plans to procure, on a sole source basis, services for the examination of pregnancy conditions and birth characteristics in relation to risk of thyroid cancer in mothers and in offspring, from the University of Bergen, Norway, Universitetet i Bergen, Postboks 7804, Bergen, Norway, 5007. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 million. The period of performance shall be for a 12-month base period, plus one (1) 12-month option period, as follows: Base Period: July 1, 2016 - June 30, 2016 Option Period 1: July 1, 2017 - June 30, 2018 It has been determined there are no opportunities to acquire green products or services for this procurement. PROJECT OBJECTIVES: The NCI/DCEG/REB requires an examination of pregnancy conditions and birth characteristics in relation to risk of thyroid cancer in mothers and in offspring in a joint study that will pool data from linkages between birth and cancer registries in four Nordic countries. Through evaluation of data, NCI hopes to gain a better understanding of the etiology of thyroid cancer. UNIQUE QUALIFICATIONS OF THE CONTRACTOR: The Contractor shall have at least five years of experience overseeing and analyzing nation-wide data from studies of medical birth and cancer registry linkage studies in Nordic countries. The Contractor shall also have expertise in the area of prenatal exposures and subsequent cancer risk, and provide consultation, advice, and guidance in the use of the data and interpretation of the results. The Contractor shall direct the linkages and statistical analyses and be supported by University statisticians and computer programmers. CONTRACTOR REQUIREMENTS: The Contractor shall: 1. Establish contracts with Sweden, Finland, and Denmark and make payments for the linkages and other fees incurred in obtaining the data. 2. Oversee the collection of data resulting from the linkages of birth, cancer and other registry files in Norway, Sweden, Denmark, and Finland, ensuring that the linkages and variables collected are performed according to the protocol. 3. Receive the files from the other countries and check them for quality control and completeness. 4. Compile all the files into two separate master databases: 4.1 Subproject 1: Perinatal characteristics and thyroid cancer risk in mothers 4.2 Subproject 2: Perinatal characteristics and thyroid cancer risk in offspring 5. Harmonize the variables for use in the statistical analyses, as described in the protocol. 6. Perform the statistical analyses described in the protocol, under the supervision of the contractor data coordinator. 7. Send tabulated results of the statistical analyses to the NCI technical point of contact REPORTING REQUIREMENTS AND DELIVERABLES: Subproject 1: Perinatal characteristics and thyroid cancer risk in mothers 1. Written report summarizing the linkage plan for Norway, Sweden, Denmark, and Finland. Due one month after the initiation of the contract. 2. Written report describing contracts that were executed with collaborators in individual countries. Due four months after the initiation of the contract. 3. Written reports due after the receipt of files from Norway, Sweden, Denmark, and Finland that briefly describe the country-specific approvals obtained and data files received. Due eight months after the initiation of the contract. 4. Written report summarizing the contents of the master database that includes data from all four countries. Due 12 months after the initiation of the contract. 5. Tabulated results of the statistical analyses, including a summary of the analyses conducted and descriptions of the statistical methods applied. Due 16 months after the initiation of the contract. Subproject 2: Perinatal characteristics and thyroid cancer risk in offspring 1. Written report summarizing the linkage plan for Norway, Sweden, Denmark, and Finland. Due one month after the initiation of the contract. 2. Written report describing contracts that were executed with collaborators in individual countries. Due four months after the initiation of the contract. 3. Written reports due after the receipt of files from Norway, Sweden, Denmark, and Finland that briefly describe the country-specific approvals obtained and data files received. Due eight months after the initiation of the contract. 4. Written report summarizing the contents of the master database that includes data from all four countries. Due after data harmonization/standardization is completed. Due 12 months after the initiation of the contract. 5. Tabulated results of the statistical analyses, including a summary of the analyses conducted and descriptions of the statistical methods applied. Due 16 months after the initiation of the contract. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on June 20, 2016. All responses and questions must be via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
