Description
The pre-solicitation notice for this project posted on FedBizOpps on May 12, 2016, is hereby deleted in its entirety and replaced with the following: "Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Public Buildings Service (PBS) seeks to commission our nation's most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct federal facilities of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, functionality, cost, constructability, durability, and reliability; create environmentally responsible and superior workplaces for Federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet Federal energy goals, security requirements, and achieve at least a LEED Gold certification. This requirement to provide Design-Build services encompasses a new addition to the existing pedestrian processing building located at the Land Port of Entry in San Luis, Arizona. The design-build scope of work includes all management, supervision, labor and materials required to provide architectural, engineering, construction, and other related services necessary to design and construct such an addition compliant with applicable codes and GSA standards. Related services include, but are not limited to, site planning, soil borings, archaeological monitoring, utility relocation (as needed), environmental mitigations as defined in the environmental study (currently being undertaken by others), testing and inspection during construction, commissioning and potential additional geotechnical analysis of the site. The project will encompass approximately 8,262 gross square feet of space, including ten (10) new pedestrian processing lanes, four (4) temporary holding cells, office and public spaces. The site for the new facility addition currently exists as a landscaped area. GSA intends to award a firm fixed-price design-build contract pursuant to the Federal Acquisition Regulation (FAR) two-phase design-build selection procedures (FAR Subpart 36.3). For this contract award process, GSA will issue two Solicitations in sequence: Phase 1 and Phase 2, respectively. The purpose of Phase 1 (the Request for Qualifications) is to select the most highly qualified Offerors from Phase 1 to participate in Phase 2 (the Request for Proposals). Once Phase 1 is complete, the Contracting Officer will invite the "shortlisted" Offerors to submit Phase 2 proposals. Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase 1 "shortlist" on FedBizOpps. Maximum Number of "ShortListed" Offerors: The Contracting Officer will select a maximum of three (3) of the most highly rated Offerors to proceed to Phase 2. Phase 2 of the solicitation is prepared in accordance with FAR Part 15 and will include the Phase 2 evaluation factors, developed in accordance with 15.304. Phase 2 solicitations require submission of technical and price proposals, which are evaluated separately, in accordance with Part 15. Stipend: In consideration for the preparation of a Phase 2 technical proposal, GSA will pay a stipend to Offerors not selected for award of the resulting contract. Offerors that submit incomplete or unacceptable Phase 2 proposals will not be eligible for a stipend. For the avoidance of doubt, no stipend is paid during Phase 1. At the conclusion of Phase 2, GSA intends to award a contract to a single Offeror for all design and all construction services. The completion time for this project is 510 calendar days from issuance of the Notice to Proceed. The estimated cost range is between $1 million and $5 million. The proposed contract is being solicited as a Total Small Business Set Aside, in accordance with FAR 19.502-2. The North American Industry Classification System (NAICS) code for this procurement is 236220 with average annual receipts of less than $36.5 million for the last three (3) years. The RFQ for Phase I is hereby issued with this revised notice on the Internet only at: http://www.fedbizopps.gov/. Potential offerors are responsible for downloading the solicitation and monitoring the website for amendments, if any, to the solicitation. There will NOT be a pre-solicitation conference or site visit held during Phase I. Exact date and time for proposal closing is specified in the RFQ. You must submit any and all questions regarding the Phase 1 to the Contracting Officer via email on or before Friday, June 24, 2016, 4:00 p.m. (MST). Any responses provided by GSA will be posted on FedBizOpps as an Amendment to the Solicitation. Issuance of this notice does not warrant that funds are presently available for award of a Contract. Award of the Contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this notice in advance of such time as funds are made available to the Contracting Officer for the purpose of Contract award.
