Description

Scope of Work: The Contractor shall provide all labor, supervision, management, tools, materials, equipment, and other items necessary to perform Facility Investment services for the annual inspection, certification, adjustments and repairs as needed on all Backflow Preventer Assemblies on the Domestic Potable water and the Fire suppression systems entering the buildings at the Navy Yard Complex and at the NSA Complex. The two Philadelphia locations are the Philadelphia Navy Yard (PNY) Complex, 4921 South Broad Street Philadelphia PA 19112 and the Naval Support Activity (NSA) Complex 700 Robbins Avenue, Philadelphia PA 19111. In accordance with Cite of Philadelphia Plumbing Code P-806 and City of Philadelphia Water Department Cross Connection Control (CCC) Regulations, only Certified Backflow Assembly technicians shall perform this work. This procurement is for a combination firm-fixed price (FFP) and indefinite delivery-indefinite quantity (IDIQ) maintenance and repair services contract. This solicitation will be issued as a request for proposal (RFP) in accordance with Federal Acquisition Regulation part 15 under the solicitation number: N40085-16-R-0313. North American Industry Classification System (NAICS) Code is 238220 and the size standard is $15 Million. This solicitation shall be set aside for 100% Small Business in accordance with Federal Acquisition Regulation (FAR) 52.219-6 Notice of Total Small Business Set Aside. The Government will only accept offers from small business concerns. This will be a firm fixed price contract. The resulting contract will be awarded as a combined Firm Fixed Price (FFP) / Indefinite Delivery/Indefinite Quantity IDIQ) contract for a base year and four one-year option periods, for a total of five years. The solicitation will be limited to the electronic medium only. All documents will be in the Adobe Acrobat PDF file format via the internet. The free Acrobat Reader, required for the PDF file, can be downloaded from the adobe website. The address for downloading this solicitation from the Internet is https://www.neco.navy.mil and will be available on or about 27 June 2016. Contractors are encouraged to register for the solicitation when downloading from the Navy Exchange Commerce Online (NECO) website. Notification of any changes to this solicitation (Amendments) shall be made only on the internet. Therefore it is the contractor ™s responsibility to check the Internet site daily for any posted changes to the solicitation.
