- ***As a result of amendment 3 to the solicitation, the following questions and Government responses are provided*** Question 1: In the Minimum Essential Characteristics (MECs), item #4 states, "Rack must include a minimum of two (2) hold down nets to prevent cylinders from moving up and down or falling out of the rack." Are the multiple nets intended to be redundant or are they separate nets, each covering only portions of the tanks in the rack? Answer 1: The racks must have a means to secure the cylinders in place, such as a net or cover, to prevent cylinders from moving up and down or falling out of the rack. Question 2: In the MECs, item #8 states, "The racks shall be constructed of metal." Is there a preferred metal such as carbon steel, aluminum or stainless steel? Answer 2: Racks shall be made of non-combustible material which is compatible with oxygen service. Aluminum or stainless steel are not required Question 3: In regards to the height requirement - there is no valve/regulator stated. To assist in the knowing the minimum height requirement, is there a known valve/regulator that will be on the cylinders during storage? Answer 3: No regulator will be used on the cylinder while the cylinder is in this rack during storage and/or transport. The valve is built into the cylinder and is covered by the cylinder cap. The rack shall be able to store and transport medical D-size cylinders. Question 4: In regards to surface finish - there is no surface finish stated. Is there a desired paint or other surface finish desired? If so, is there a preferred color? Answer 4: Surface should be coated and/or painted to provide protection, a durable finish, and protection from rusting. Surface should be free of sharp edges which could cause damage to cylinders or injury to personnel. Green and/or black are the desired colors, but are not required in order to receive a technically acceptable rating. There are no changes to the closing date and time of 16 June 2016 at 10:00am ET as a result of this amendment.
