- Specifications NAWC-CH-3132 Rev B The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to procure a firm-fixed price, indefinite-delivery, indefinite-quantity (FFP-IDIQ) contract on a full and open basis for enhanced Joint Advanced Missile Instrumentation (JAMI) Time Space Position Information (TSPI) Units (e-JTUs) from qualified vendors. In order for a manufacturer/vendor to be included on the qualified vendor list, the vendor must provide a qualified unit in accordance with the following four specifications: 1) NAWC-CH 3119, Revision C, Naval Air Warfare Center Weapons Division Department of the Navy Performance Specification for the Joint Advanced Missile Instrumentation (JAMI) Time Space Position Information (TSPI) Unit JTU Assembly - High Dynamic (JTU-II), dated 14 October 2004; 2) NAWC-CH 3125, Revision F, Naval Air Warfare Center Weapons Division Department of the Navy Performance Specification for the High Dynamic Joint Advanced Missile Instrumentation (JAMI) Global Positioning System Sensor Unit (GSU), dated 03 October 2005; 3) NAWC-CH 3132, Revision B, Naval Air Warfare Center Weapons Division Department of the Navy Definitions Specification for the Joint Advanced Missile Instrumentation (JAMI) Time Space Position Information (TSPI) Unit Message Structure (TUMS) Digital Protocol, dated 14 December 2005; and 4) NAWC-CH 3421, Revision A, Naval Air Warfare Center Weapons Division Department of the Navy Performance Specification for the Enhanced - Joint Advanced Missile Instrumentation (JAMI) Time Space Position Information (TSPI) Unit (E-JTU), dated 05 June 2012. If the vendor does not have a qualified unit, the vendor shall be responsible for ensuring that full and complete qualification testing is performed (at the expense of the vendor) to ensure the e-JTU will fully comply with the performance specifications identified above. All qualification test plans must be submitted to the Government for review and approval a minimum of 30 days prior to scheduling the qualification testing. Vendor format is acceptable. The Government reserves the right to be present and witness any or all qualification tests as deemed necessary. Only e-JTUs qualified by the award date, which is scheduled for 01 November 2016, will be considered for award. The vendor must be on the Airborne Instrumentation Systems Division (AISD) Approved Vendor List (AVL) as outlined in AISD-D-3021. To be added to the list, fill out the AISD VENDOR SURVEY FORM (AISD-F-3050) found in the appendix of AISD-D-3021 and send it to one of the technical points of contact listed below. The vendor must follow all the "General Quality Clauses" and the applicable "Specific Quality Clauses" outlined in AISD-D-3021. Delivery shall be FOB Destination to China Lake, CA 93555. The minimum buy is expected to be 50 units with a maximum buy of 500 units over a 5-year period of performance. Specific information, including detailed specifications, shall be included in Request for Proposal (RFP) N68936-16-R-0038 to be issued and posted on the FEDBIZOPPS website at https://www.fbo.gov/ on or about 05 August 2016, to close 30 days after the RFP issue date. Estimated award on or about 01 November 2016. All interested responsible sources are encouraged to submit documentation supporting their capabilities.
