- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 428 Miller Drive, Room 59, Frederick, MD 21702, UNITED STATES Description The National Cancer Institute (NCI), Office of Management Operations (OM) plans to procure, on a sole source basis, senior advisory services, consultation, support, coordination, and strategic guidance from Austin and Associates Consulting, LLC., Duluth, GA 30096. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 541611 and the business size standard is $14.0M. Only one (1) award will be made as a result of this solicitation. The Government contemplates awarding a firm fixed price type contract with reimbursement of actual travel costs. The period of performance will be for five (5) months. It has been determined there are no opportunities to acquire green products or services for this procurement. The National Cancer Institute conducts research in its own facilities, directs research carried out under contracts, and provides grant support of research and training in non-federal institutions in the United States and abroad. The Institute operates with a staff of approximately 3,500 and an annual budget of approximately $5.0 billion. The OM is comprised of over 21 offices, 14 of which are unique programs and functions and 7 are the Administrative Resource Centers (ARCs) that provide operational support for the 25 Divisions, Offices and Centers of NCI. The NCI Office of Management has over 549 employees that provide a wide range of operations and scientific support for over 3,500 federal employees, plus 2,500 Federally Funded Research and Development Center (FFRDC) and other contract staff. The contractor shall provide senior advisory services, consultation, support, coordination, and strategic guidance for activities associated with the NCI Office of Management Operations, to the Deputy Director for Management / Executive Officer, to the Deputy Executive Officers, and to the OM leadership and supervisory staff, and in support of major projects and activities as assigned under the purview of the NCI Office of Management. The Contractor shall work closely with the Deputy Director for Management / Executive Office to advise on strategies and provide recommendation and guidance on topics including budget, finance, administration, facilities, and management. Austin and Associates Consulting, LLC (AAC, LLC) is uniquely qualified to perform the work because of the specific combination of recent and relevant experience managing a large and complex scientific research organization with the expertise and broad experience in scientific administration needed to analyze the organizational opportunities and challenges confronting the NCI on a variety of fronts and to offer expert advice and strategic guidance to meet these needs. Dr. Austin, Principle (AAC, LLC) has recent and relevant experience with the NCI and the FFRDC. This experience coupled with her broad knowledge in complex scientific administration makes her uniquely qualified to provide these specific and wide-ranging services for OD/OM. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 EDT, on June 28, 2016. All responses and questions must be in writing and emailed to Terry Galloway, Contracting Officer via electronic mail at gallowaytl@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
