- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract General Services Administration (GSA), Public Buildings Services (PBS), Region 2 anticipates issuing a solicitation that will result in one General Construction multi-year contract. The Alexandria Bay Land Port of Entry (LPOE), also known as the Thousand Island Border Station, is located on Wellesley Island, New York, in the western straits of the St. Lawrence River. This LPOE is served by I-81, a major highway heavily traveled by both commercial and non- commercial travel. From Canada, the highway provides direct access to major cities and distribution centers in the Mid-Atlantic and Midwestern US. The existing LPOE consists of four primary buildings constructed in 1969 and contains 52,261 usable square feet of office and inspection space. The mission of the Port of Entry is to inspect and process vehicles and individuals entering the United States from Canada. This mission is primarily carried out by the U.S. Department of Homeland Security - Customs and Border Protection (CBP), the Department of Agriculture's Animal and Plant Health Inspection Service - Veterinary Services (APHIS-VS), and the Department of Health and Human Services - Food and Drug Administration (FDA). GSA owns, operates, and maintains the facility. In 2006, more than 676,000 passenger vehicles and 213,000 commercial vehicles utilized the Alexandria Bay LPOE. This station is the 6th busiest crossing for "U.S. Bound" commercial vehicles on the U.S. - Canadian border. The facility is a "24/7" operation and cannot tolerate any more than a minimal disruption to its operation. The existing facility has an inadequate number of commercial vehicle inspection lanes, resulting in traffic congestion and delays. There is also an insufficient amount of queuing space for the traffic that passes through the LPOE. The current facility no longer meets the needs of the Federal inspection agencies which operate within the port of entry. The agencies are facing higher traffic volume and are required to perform more and different inspections that the original port was designed to address. This project seeks to address these problems and allow greater flexibility to the agencies changing needs. This sources sought identifies potential General Contractor (GC) services for a term of one (1) base phase plus one (1) optional phase, which can be exercised at the Government's discretion. This contract will be a negotiated procurement issued in accordance with FAR Part 15. In this process, the Government anticipates to award to the most highly qualified GC firm with whom it can negotiate a fair and reasonable price. GSA is also seeking information on GC firms that are interested in this acquisition who qualify under the 8(a) Program, the HUBZone Program, Women Owned, and/or the Service-Disabled Veteran-Owned Small Business Procurement Program for subcontracting opportunities. The North American Industry Classification System Code for this potential acquisition is 236220, Commercial and Institutional Building Construction. The Small Business size standard is average annual sales and receipts for the past three years that are less than $36,500,000.00. The Government anticipates issuing the solicitation for this acquisition around September 2016. If you are an interested firm, please address the below along with your Written Letter of Interest. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Has your firm provided GC services for at least three building construction projects of a minimum value of $50,000,000? Provide a brief narrative that demonstrates your firm's capabilities providing construction services. 2. Has your firm performed phased construction within an operational/occupied building or site on a construction project with a minimum value of $50,000,000? Provide a brief narrative of the most recent project demonstrating this capability and your firm's capabilities in providing the necessary coordination to deliver the project on time, on budget and with minimal disruption to the operations. 3. a. Does your firm have the Bonding Capacity for a project over $50,000,000? b.What is your maximum bonding capacity? 4. Has your firm worked on a project that involved LEED strategies and required documentation for a LEED rating submission? 5. Is your firm considered a small business concern with a size standard of less than $36,500,000 in annual receipts average over the last 3 fiscal years? 6. Is your firm certified under a Small Business Administration Socio-Economic Program, such as SBA- Certified HUBZone, SBA- Certified 8(a), Small Disadvantaged Business (SDB) concern or a Service- Disabled Veteran Owned Small Business (SDVOB)? If yes, state which SBA Program. 7. Would your firm be deterred from bidding a project with an option to complete construction, equal to or greater than the base contract value, to be potentially exercised 12 to 18 months after the base contract award? What risks does your firm see to this scenario? 8. Does your firm have experience working on highway construction? Briefly describe your experience. 9. Does your firm have experience working at a Land Port of Entry in any capacity? If so, please provide a brief narrative of your experience. Submission Instructions: As this notice is a Sources Sought announcement, interested firms should submit a Written Letter of Interest along with a response to the questions contained within this notice to Sebastian Asaro, Contracting Officer. All responses must be submitted via email to Sebastian.asaro@gsa.gov by 5:00pm EST on July 1, 2016. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to firms regarding submissions. No hard copies will be accepted. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. GSA will hold an Industry Day for interested parties in the Storer Auditorium at Onondaga Community College, Syracuse, NY with a networking session to follow.
