Description
It is the Government's intent to award a Cost-Plus-Fixed-Fee price contract to acquire Performance of Engineering Investigations (EIs) of Suspected Category I (Cat I) Product Quality Deficiency Reports (PQDRs) for Bell Helicopter US Army OH-58, TH-67 Airframes and Systems and associated Components for the Aviation and Missile Research, Development and Engineering Center (AMRDEC), Aviation Engineering Directorate (AED). The anticipated period of performance is 5 years or 60 months from date of contract award. Based upon market research, this requirement cannot be met by commercial items; therefore, the government is not using the policies contained in the Federal Acquisition Regulation (FAR) Part 12. Authority cited: Statutory Authority permitting other than full and open competition for this requirement is 10 U.S.C. 2304(C) (1), as implemented by paragraphs 6.302-1 of the FAR entitled - Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be sole sourced to Bell Helicopter Textron Inc., 600 E Hurst Blvd, Hurst, TX 76053-8030. Bell Helicopter Textron Inc. is the only source capable of providing the necessary support because of their proprietary knowledge, tooling, and Technical Data Package.
