Description
Headquarters, United States Special Operations Command (USSOCOM), Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L), Directorate of Contracting (SOF AT&L-K), 7701 Tampa Point Boulevard, MacDill AFB, FL 33621. Description: 1. Based on the outcome of the responses, selected respondents will be given the opportunity to participate in the PEO-FW Mission Automation Collaboration Event July 19 - 20 at SOFWERX in Tampa, FL. 2. This Request for Information (RFI) is NOT a solicitation for proposals, proposal abstracts, or quotations. This RFI is for information purposes only and is issued in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3. Issuance of this notice does not constitute any obligation or commitment on the part of the U.S. Government (USG) to issue a solicitation or to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not receive consideration. The Government does not intend to award a contract on the basis of this special notice or to otherwise pay for the information. Although "proposal" and "offeror" are used in this Request for Information, responses will be treated as information only. 3. The SOF AT&L, Program Executive Officer for Fixed Wing (PEO-FW) aircraft is soliciting information to identify subject matter experts (SMEs) for a focused PEO-FW Mission Automation Collaboration Event. This Collaboration Event is to identify future paths for aircraft mission automation on SOF platforms and mission systems. This Collaboration Event will be a forum for Government, Industry and Academia to collaborate on SOF aircraft mission automation and recommend multiple potential paths forward to do so. The goal of this event is to define next generation automation on SOF platforms to include artificial intelligence, visualizations, new technologies, etc. ranging across multiple disciplines. Mission systems automation is required to alleviate aircrew workload, present timely courses of action, and increase time for decision-making. The information provided may potentially inform future requirements for development programs, establish CRADAs, support SBIRs, establish a RIF project request and/or SOCOM participation in a vendor demonstration of a capability. PEO-FW will review the RFI responses and proposed attendees skills mISSION Event for Mission Automation on 19-20 July. 4. United States Special Operations Command is interested in SMEs to collaborate on potential paths and solutions to address mission automation in the following functional areas: a. Pilots and/or Co-Pilots: Automation of aircrew functions to include but not limited to piloting and navigation, emergency responses, situational awareness, and communications. b. Combat Systems Officer (CSO): Automation of CSO functions to include but not limited to navigation, communications, situational awareness, mission systems, data fusion, and survivability equipment. c. Tactical Systems Operator (TSO): Automation of TSO functions to include but not limited to sensor operation, ISR Processing, Exploitation, and Dissemination (PED), communication, data fusion, and survivability equipment. Please submit resumes for highly qualified SMEs who are prepared to present and discuss relevant technologies and paths forward to automate functions described in paragraph 4. Desired attendees include, but are not limited to systems engineers, computer scientists, hardware developers, software engineers, data analysts, human factors engineers, and related disciplines. This will be an open forum for the Government, industry and academia to collaborate on current and future possibilities to automate on SOF platforms. Business proposals will not be entertained during these discussions. NOTE: Due to limited capacity and targeted skill sets, not all applicants may be selected to attend. 5. DO NOT INCLUDE PROPRIETARY OR CLASSIFIED DATA. Responses to this RFI shall be limited to resumes and curriculum vitae for qualified personnel. Responses should be submitted to http://www.sofwerx.org/event/cce-peo-fw-mission-automation/ or e-mailed to the POCs listed below. Paper copies of the submittal will also be accepted. When appropriate, non-Government advisors may be used to objectively review the submissions and provide comments and recommendations to the Government. All advisors shall comply with Procurement Integrity Laws and shall sign non-disclosure and rules of conduct/conflict of interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Submissions in response to this RFI constitute approval to release the submittal to Government support contractors. 6. Responses must be received no later than 24 June 2016.
