- The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for two (2) Yang Martial Arts style certified Tai Chi Instructors, Assistant Instructors, or Coaches to provide services in support of a research project. A fixed price contract with a base of September 15, 2016 through September 14, 2017 with three (3) 1-year additional periods of performance is anticipated and shall be awarded. Interested parties should submit via email (cheri.wicks@va.gov) a capabilities statement detailing applicable experience and training to include date(s) of Yang Martial Arts style certification(s). All communications with VA shall be via email; no phone calls will be accepted. Successful contract awardees shall be registered at www.sam.gov, have a valid DUNS number, provide electronic funds transfer information, and be prepared to submit invoices through the electronic portal, Tungsten. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. Please refer to the Statement of Work for specific requirements. Statement of Work - Tai Chi Product This contract is for Yang Martial Arts style Tai Chi instruction and the development and modification of a Tai Chi protocol in support of a research grant funded by the Department of Veterans Affairs Clinical Science and Research Development program. The grant entitled, "Novel Interventions for Gulf War Veterans' Illnesses" was awarded to Principal Investigator (PI) Dr. Barbara Niles and Co-Principal Investigator Dr. DeAnna Mori. Dr. Chenchen Wang of Tufts Medical Center serves as a Site Principal Investigator. The grant looks to examine the effectiveness of Yang Martial Arts style Tai Chi for Veterans suffering from Gulf War Illness and will develop a 24-session Tai Chi protocol. Investigators and Yang Martial Arts style Tai Chi instructors will draw from previous projects completed by Drs. Wang, Niles, and Mori. A similar 24-session Tai Chi intervention was developed for Dr. Wang's previous grant entitled, "Tai Chi for Fibromyalgia" funded by the National Center for Complementary and Integrative Health. A pilot study, "Tai Chi Mind-Body Exercise for the Treatment of Post-traumatic Stress Disorder" was conducted at the VA Boston Healthcare System Jamaica Plain Campus by Drs. Mori and Niles and indicated that Yang Martial Arts style Tai Chi is feasible and acceptable to Veterans with post deployment distress. The grant requires 2 Yang Martial Arts Association (YMAA) Tai Chi Instructors certified at the level of "Instructor", "Assistant Instructor", or "Coach Instructor" with experience in creating and teaching Yang Martial Arts style Tai Chi curricula for sensitive populations with various physical and mental health issues. Year 1 Services 1.Telephone calls between PI's and affiliated project staff with Yang Martial Arts style Tai Chi Instructors related to the development of a protocol with Companion Guide for Veterans. Instructors will offer expert advice based on previous experiences adapting Yang Martial Arts style Tai Chi for a sensitive population with various physical and mental health issues. Each call will be no less than 30 minutes and no more than 60 minutes in length. 2 instructors - 40 calls/ Instructor 2.Monthly on-site meeting with PI's and affiliated project staff with Yang Martial Arts style Tai Chi Instructors related to the development of a protocol with a Companion Guide for Veterans. Instructors will offer expert advice based on his previous experiences adapting Yang Martial Arts style Tai Chi for a sensitive population with various physical and mental health issues. Each on-site meeting will be no less than 60 minutes and no more than 120 minutes in length. 2 instructors - 12 meetings/Instructor 3.1 unit of 12 week intervention consisting of a Tai Chi Instructor to lead 3-hour twice per week Tai Chi classes for Veterans at the VA Boston Healthcare System Jamaica Plain Campus for a Total of 24 sessions taught by both instructors Years 2-4 Services: 1.Three units of 12 week interventions consisting of a Yang Martial Arts style Tai Chi Instructor to lead 3-hour twice per week Yang Martial Arts style Tai Chi classes for Veterans at the VA Boston Healthcare System Jamaica Plain Campus. Each intervention shall be taught by a specified Primary Instructor and the other instructor shall be assigned as the Alternate Instructor to teach the class in the event the Primary Instructor is unable to attend the scheduled session. The Primary Instructor position for the third intervention will be rotated between the 2 instructors for years 2-4. Total of 72 sessions split between the 2 instructors 2.Telephone calls with PI's, affiliated project staff, and Yang Martial Arts style Tai Chi Instructors related to treatment review, Veteran response to Tai Chi intervention and any potential adverse incidents. Each call will be no less than 30 minutes and no more than 60 minutes in length. Two Instructors - 48 calls/Instructor 3.Monthly on-site meeting with PI's and affiliated project staff with Yang Martial Arts style Tai Chi Instructors related to treatment review, Veteran response to Tai Chi intervention and any potential adverse incidents. Each on-site meeting will be no less than 60 minutes and no more than 120 minutes in length. Two instructors - 12 meetings/Instructor
