- The USDA Forest Service, Region 9 plans to award a contract for Architect and Engineering (AE) Services for the design of two road bridges on the Chequamegon-Nicolet National Forest. This requirement is advertised as a 100% small business set-aside. Scope of Project It is the intent of this contract to procure professional engineering services for the design of two replacement bridges. A. Description of Work; Site One - Nursery Bridge; 45°59'26"N, 90°46'7"W i. The existing bridge is crossing a waterway; is about 130-foot long treated timber, multi-span, simply-supported girder-deck system; on round-pile back-wall abutments and four intermediate bents. The bridge is noted to be ecologically undersized, is a barrier to aquatic life under certain flow conditions, and has varying degrees of structural deficiency; including reduction in load-rated capacity, and observable condition defects with notable material deterioration, and is susceptible to debris blockage and scour risk. ii. Replacement bridge is planned to be multi-span, with full-length to clear the waterway, approximately 160 feet long. It is anticipated the use of two in stream piers with 100-foot main span, and 30-foot approach spans each end would accommodate the project criteria. Bridge sitting is expected to remain within existing alignment, with minor lateral shifts as appropriate to optimize a solution. iii. Possible replacement structure options may include concrete piers, and concrete end abutments, with steel or timber girders and timber transverse deck. B. Description of Work; Site Two - Stockfarm Bridge; 46° 2'11"N, 90°42'59"W i. The existing bridge is crossing a waterway; is about 175-foot long treated timber, multi-span, simply-supported girder-deck system; on round-pile back-wall abutments and six intermediate bents. The bridge is noted to be ecologically undersized, is a barrier to aquatic life under certain flow conditions, and has varying degrees of structural deficiency; including reduction in load-rated capacity, and observable condition defects with notable material deterioration, and is susceptible to debris blockage and scour risk. ii. Replacement bridge is planned to be multi-span, with full-length to clear the waterway, approximately 210 feet long. It is anticipated the use of two instream piers with 110-foot main span, and 50-foot approach spans each end would accommodate the project criteria. Bridge sitting is expected to remain within existing alignment, with minor lateral shifts as appropriate to optimize a solution. iii. Possible replacement structure options may include concrete piers, and concrete end abutments, with steel or timber girders and timber transverse deck. C. The selected AE Firm will be responsible to verify existing conditions, and to complete appropriate investigation, analysis, and design evaluation to provide optimal final design solution. Since the project is in the Chequamegon-Nicolet NF, there is a need for the firm to be physically located within a 125 mile radius of Park Falls, WI due to the necessity of same day travel to/from the project sites (some remote locations on forest). The 125 mile radius applies to the primary contractor and could include the subcontract team (depending on the tasks to be performed by the subcontractor). Firms will be evaluated on the following: Each offer's technical proposal will be evaluated as outlined below. 1) Specialized experience and technical competence in the type of work required. (35 points) a) Firms' experience designing forest roads and road bridges. (20 points) b) Firms' experience with stream simulation projects. (15 points) 2) Professional Qualifications necessary for satisfactory performance of required services.(25 points) a) Professional staff registered in WI with experience related to the types of projects in this requirement and the locations in this requirement. (15 points) b) Proven ability to work together as a team doing quality integrated design. (10 points) 3) Location within 125 miles of Park Falls, WI (15 points) 4) Capacity to accomplish the work in the required time. (assume 7 month design period) (15 points) a) Established project management systems and procedures resulting in meeting established schedules and budgets. 5) Past performance on contracts with Government agencies and private industry in terms of: (10 points) a) Cost Control, Quality of Work, Compliance with Performance Schedules, etc. Provide completed past performance evaluations, or the contact information for project owners that we may contact. The Forest Service may use past performance information other than what is provided. If an offeror has no past performance (ie: a new firm), they will receive a neutral rating for this criteria. Package Submission: Firms qualified and interested in providing the AE Services described in this announcement are invited to submit Standard Form (SF) 330, Architect-Engineer and Related Services Questionnaire with appropriate data referencing the solicitation number to Allegheny National Forest, Attn: Melissa Johnson, 4 Farm Colony Drive, Warren, PA 16365 by 4:30 pm ET on July 12, 2016. Parts 1 and 2 of the SF-330 must be completed and submitted for all contractors, subcontractors and proposed consultants. Please address the evaluation factors as part of your SF330 Part 1, Section H submission if they are not addressed elsewhere on the forms. Responses can be emailed as a single PDF file to melissaajohnson@fs.fed.us rather than hard copy mailed, however please be sure to follow up to ensure receipt. Fax responses will not be accepted. Submission package should fit on 8 ½ x11 standard paper and be less than 50 pages in length. The SF330 form can be obtained from http://www.gsa.gov/portal/forms/download/116486. Selection Procedures: Selection will be in accordance with the Brooks Act and Federal Acquisition Regulations Part 36 to determine the most highly qualified firms using the evaluation factors described above. The Forest Service will enter into discussions with the three most highly qualified firms. After discussions the firms will be ranked and the Forest Service will offer a formal solicitation and enter into price negotiations with the highest ranked offeror. If a mutually agreed to contract cannot be reached, then the Contracting Officer will terminate negotiations and proceed to the next most highly ranked offeror. The intent is to have one firm fixed price contract awarded prior to August 31, 2016. To be eligible for contract award, a firm must be actively registered in www.sam.gov.
