- 1)Source Selection has been changed to Full & Open Competition. 2)Site Visit date has been changed to June 29, 2016 at 10am EST. The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing a Request for Offer (RFO) to perform the Variable Frequency Drive Replacement Project, Atlanta Air Route Traffic Control Center (ARTCC), Hampton, GA. The NAICS code for this acquisition is 238210 “ Electrical Contractors and Other Wiring Installation Contractors and the small business size standard is $15 million average. The estimated Cost magnitude for this project is: -Between $100,000 and $250,000 Projected Period of Performance for this project is 90 calendar days. The tiered evaluation method will be utilized for Source Selection to determine who the successful Offeror from will be in accordance with the following : Tier I, socially and economically disadvantaged business (SEDB) that has been expressly certified by the Small Business Administration for participation in its 8(a) program; Tier II, any eligible service-disabled veteran owned small business (SDVOSB); Tier III, any eligible small business concern; Tier IV, on the basis of full and open competition from among all responsible Offerors, providing award can be made at a fair market price. Additionally, when responding to this Request for Offer (RFO) each Offeror is required to submit a detailed cost breakdown proposal, in addition to all of the required documents outlined in the RFO. Please note that, this RFO is not to be construed as a contract or a commitment of any kind and the FAA will not pay for or be responsible for any costs associated with preparing or submitting a response to this RFO. Per AMS clause 3.8.2-9, Site Visit, Offerors or Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a dispute after contract award. Therefore a Site Visit has been scheduled for June 29, 2016 at 10am EST. Please provide details on who will be attending for each General Contractor and Subcontractor, this includes the individuals name and company name at least 48hrs prior to scheduled site visit. The FAA will respond in writing within five (5) working days on the FAA Contract Opportunities website to all potential Offerors. Questions and answers that clarify SIR details may be provided to all Offerors; however, the source of questions will not be identified.
