Description
Special Notice (SN) DARPA-SN-16-36: Prometheus Proposers Day DATE: Monday, June 27, 2016 LOCATION: 560 W Washington Blvd, Chicago, IL 60661 REGISTRATION WEBSITE: http://www.cvent.com/d/pfq6gs REGISTRATION DEADLINE: Monday, June 20, 2016, at 12:00 PM EDT or when capacity is reached, whichever comes first. TECHNICAL POC: COL Matthew Hepburn, DARPA/BTO Email: DARPA-SN-16-36@darpa.mil The Biological Technologies Office (BTO) of the Defense Advanced Research Projects Agency (DARPA) is sponsoring a Proposers Day for the potential proposer community in response to a impending Broad Agency Announcement (BAA) for the Prometheus Program. The Proposers Day will be held on June 27, 2016, in Chicago, IL. Advanced registration is required. The Proposers Day objectives are: To introduce the science and technology community (industry, academia, and government) to the Prometheus program vision and goals; To facilitate interaction between investigators that may have capabilities to develop elements of interest and relevance to Prometheus goals; and To encourage and promote teaming arrangements among organizations that have the relevant expertise, research facilities and capabilities for executing research and development responsive to the Prometheus program goals. The Proposers Day will include overview presentations and a poster session where participants will be provided an opportunity to present their research. Program Objective and Description The Prometheus program aims to discover host prognostic biomarkers of acute respiratory infection that predict if a person will become contagious after infection, and prior to the onset of symptoms. A key aspect of the program will be to characterize the human immune responses at multiple time points during infection. Approaches could include human challenge models, community based cohorts using various designs (e.g., family-based study, community or college dorm cohort), or alternative strategies. Banked samples from retrospective clinical cohorts or intervention trials may also be utilized for evaluating the validity of using candidate biomarker assays to predict prognostic endpoints. Examples of molecular markers for assessing infection status and host transmission include measurements of messenger RNA, host genetic mutations, and the host immune response to infection. Specifically, Prometheus will focus on the early prognosis of pathogen transmission potential prior to the onset of symptoms. By the end of the program, the goal is a minimal set of early host biomarkers in humans that correlate with and predict contagiousness < 24 hrs. after infection. Data Sharing and Access DARPA anticipates that large amounts of data will be collected and generated under this program by each performer and that the analyses and validation may be greatly strengthened by compiling and integrating information for access to all program participants. Performers are strongly encouraged to establish the appropriate agreements to enable collaboration and data sharing. DARPA encourages sharing of pre-existing data including those generated through funding by other sources, although this is not a requirement of the program. Proposer Capabilities, Facilities, and Related Experience Proposers are encouraged to build teams with experience in fields such as immunology, microbiology, clinical epidemiology, medical infectious diseases, computational biology, bioinformatics, and molecular biology. The proposer's prior experience in similar efforts must clearly demonstrate an ability to deliver products that meet the proposed technical performance within the proposed budget and schedule. All proposers should outline their ability to run human trials with the proper IRB and secondary DoD approvals. Registration Information PLEASE NOTE: Registration closes on June 20, 2016, at 12:00 PM ET. There will not be a registration fee for this workshop. Registration is limited by the venue capacity, and early registration is strongly recommended. Organizations are limited to two attendees. The registration cutoff date is June 20, 2016, or once attendance capacity is met, whichever comes first. There will be no on-site registration. An online registration form, foreign national visit request form, and various other meeting details can be found at the registration website, http://www.cvent.com/d/pfq6gs. All attendees are required to present government-issued photo identification upon entry to the event. Non-US citizens are required to submit a DARPA Form 60 "Foreign National Visit Request," which is available on the registration website. The completed DARPA Form 60 must be uploaded to the registration website by June 20, 2016, at 12:00 PM ET. All administrative and technical questions should be directed to DARPA-SN-16-36@darpa.mil. Please refer to the Prometheus Special Notice number (DARPA-SN-16-36) in all correspondence. This announcement is not a request for proposals and any so sent will be disregarded. This SN is issued solely for information and potential new program planning purposes; the SN does not constitute a formal solicitation for proposals or proposal abstracts. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Submission is voluntary and is not required to propose to subsequent Broad Agency Announcements (if any) or research solicitations (if any) on this topic. DARPA will not provide reimbursement for costs incurred in responding to this SN. Respondents are advised that DARPA is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this SN. NO CLASSIFIED INFORMATION SHOULD BE INCLUDED IN THE SN RESPONSE.
