- Redacted Sole Source Justification to Omega Engineering Pressure Transducers, P/N MMA250V1P4J1T4A5. Notice of Contract Action (NOCA) for OMEGA Engineering, INC. to provide Twenty (20) Each P/N MMA250V1P4J1T4A5 Pressure Transducers as listed below The Air Force Test Center (AFTC), 412 Test Engineering Instrumentation (ENI), Edwards AFB, CA. intends to issue a sole source contract to OMEGA Engineering, Inc., One Omega Drive, Stamford, CT 06907-0047 and provide the following items: Twenty (20) Each P/N MMA250V1P4J1T4A5 Pressure Transducers. The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order. The statutory authority which permits other than full and open competition for this acquisition, in accordance with FAR 13.106-1(b)(1)(i). This authority is supported by an approved sole source justification. The applicable NAICS code is 336413. The size standard as defined by the U.S. Small Business Administration is 1250 employees. This notice neither constitutes a RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Charles C. McKinley.
