Description

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on proprietary design technology possessed by the Original Equipment Manufacturer (OEM). The Government intends to solicit and negotiate with ElanTech Inc, 9250 Bendix Road, Suite 1030 Columbia, MD, 21045-1832, for Software Support for current Unattended Transient Acoustic Measurement and Signature Intelligence (MASINT) Systems (UTAMS) and the MASINT Acoustic Display Module (MADM). This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Requirement: Software Support for current Unattended Transient Acoustic Measurement and Signature Intelligence (MASINT) Systems (UTAMS) and the MASINT Acoustic Display Module (MADM) The Government does not intend to use Part 12 for this acquisition.
