Description
RFP FM License -Kampala BBG96-16-R-0025 Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number BBG96-16-R-0025 is being issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquisition Circular 2005-87, dated May 16, 2016. The Federal Acquisition Regulation (FAR) provision FAR 52.212-2 Evaluation-Commercial Items, applies to this solicitation. The Government will award a Commercial Item, Firm-Fixed-Price, contract resulting from this RFP to the responsible Offeror(s) whose offer conforming to the RFP will result in a best value to the Government, based on technical capability, experience, past performance and price. The Government intends to make a best value selection. All evaluation factors other than price, when combined, are significantly more important than price. Multiple awards will be also considered. Introduction: The Broadcasting Board of Governors, representing the Voice of America (VOA), is interested in purchasing an existing broadcast license on the FM band (88-108mHz) in Kampala, Uganda from anyone interested in selling their license. The BBG will purchase only the license without equipment or real estate. The BBG intends to use the license to broadcast its programs 24 hours a day, 7 days a week. THE FOLLOWING FACTORS SHALL BE ADDRESSED IN THE PRICE PROPOSALS AND SHALL BE USED TO EVALUATE PROPOSALS: Price Proposal: Offerors shall submit a Price Proposal showing the one-time cost at which he/she is willing to sell their FM license. The purchase price shall be provided in English and United States dollars. The Government shall evaluate the price proposal by: •Comparing the proposed price received in response to the solicitation against the historical prices paid by the US Government for the same or similar services, and amongst all proposals received. •Licensed FM frequency: preference may be given to offers in the 88-90mHz range. •Transfer process and timeline: Amount of time it will take to transfer ownership of license to the BBG •Transfer fees and other costs involved •Payment terms •Availability date of license and time (in months) remaining on existing license. •Yearly licensing fee •Warranty and indemnification by the offeror that the license can be delivered free and clear without any liens or other encumbrances. 2. Assessing the responsiveness of the Offeror in providing the requested prices. Offerors are cautioned that failure to address each of the above technical factors (and subfactors) and price factors may deem their proposal unacceptable. Proposals which are non-conforming will be rejected at the sole discretion of the Contracting Officer. BASIS OF AWARD The Government may award a purchase order(s) resulting from this solicitation to the responsible business whose proposal conforms to the solicitation and provides the best value to the Government. The following factors shall be used to evaluate proposals: 1. Technical Approach - To the offeror that proposes the best value to the government. The BBG's evaluation shall be based on best-value principles. Accordingly, award(s) shall be made to the responsible and technically acceptable offeror(s) whose quote provides the greatest overall value to the Government, price and other factors considered. The Government plans to award without discussions, but may conduct discussions, and conduct its own survey and investigation of the history of the license, frequency, and quality of the signal such an offer may provide over the metropolitan Kamala area, if it deems it is in the Government's best interest. In the event that the Government conducts discussions from Offerors who are determined to be in the Competitive Range in accordance with FAR 15.307, it is the intention of the Government to conduct discussion/negotiations either via email or electronic conferencing system at the BBG Office in Johannesburg, South Africa. Submission of Proposals: Proposal Submission: All proposals shall include: •Cover Sheet with the Solicitation Number •Price Proposal Note: any final award shall be contingent on the approval of the appropriate licensing body or bodies of the Government of Uganda. Questions: If the offeror is uncertain as to any requirements of the specification(s), such questions shall be directed to the Contracting Officer. Questions shall be submitted in writing via email to jmngoh@bbg.gov. Questions must be received no later than 17:00 GMT on Friday, June 24, 2016. Questions, which are not submitted in writing or are submitted after 17:00 GMT on Friday, June 24, 2016, will not be addressed. Proposals Due: Proposals shall be submitted in ENGLISH in electronic.pdf format electronically or via courier and must be received on or before 1700 GMT on Wednesday, June 30, 2016.
