Proposal extended beyond 15 June 16. 14 June 16: An amendment will be issued later today to extend the due date beyond 15 June 16. Bidder inquiry questions will also be answered at a later date.End 31 May 2016: The amendment is to extend the proposal due date to 15 June 2016. 29 Apr 16: The amendment is to correct the proposal due date that was on the SF 1442 from 1 May 2016 to 1 June 2016. This is a solicitation notice for Region 2 Emergency Levee. This is a pre-solicitation notice for an acquisition to proceed as a 100% set aside for small business concerns. The intent is to award an Indefinite Delivery Indefinite Quantity Single Award Task Order Contract (SATOC) for emergency response to actual or impending levee breaches/failures and resultant flooding events. Public Law 84-99 authorizes the Corps of Engineers to provide both technical and direct support in response to flood control and coastal emergencies. By its nature, this authorization covers no-notice events and mission critical requirements that cannot be met through a normal acquisition process and schedule. This acquisition will provide the contractual vehicle to meet the Sacramento District's mission responsibilities for direct support during a declared emergency. The contract resulting from this acquisition will replace an IDIQ Requirements SATOC for emergency levee repairs, which expired 5 April 2013. This contract will have a 3-year base period and one 2-year option period with a total maximum contract capacity not to exceed $47M. The minimum ordering limit will be $3K and the maximum-ordering limit will be $47M. The minimum guarantee will be $3K. Being that we do not know the size of the emergency, it is important that we have the maximum flexibility in ordering what we need, when we need it. This Procurement will be conducted under PSC Code: Z1PC and NAICS Code: 237990, Maintenance of Unimproved real property (land). The size standard for this NAICS code is $36,500,000. The Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15. This process permits tradeoffs between price and technical ("non-price") factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation. The RFP is anticipated to be posted on or about 8 Apr 2016. The site visit/pre-proposal conference date, time and location will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued.
