- Fence Project Map identifying each of the three (3) areas of work. The U.S. Forest Service, Colville National Forest has a requirement for fencing repair on the Republic Ranger District. The project includes providing materials and replacing or repairing approximately 3.32 miles (17,550 Feet) of 4-strand barbed wire fence and approximately 10 wire gates that were damaged by wildfire during the 2015 summer season. Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, incidental supplies necessary to perform all work described in accordance with drawings and specifications of the contract. Contractor will be paid for actual work performed. LOCATION AND DESCRIPTION OF WORK: The work will be on livestock grazing allotments on the Republic Ranger District The fencing contract includes three (3) work areas located in T39N R35E and T40N R35E, approximately 8 miles northeast of the town of Curlew, WA. and 9 miles Northwest of Orient, WA. The best access into the area is from the Boulder Deer Cr. Rd (County Rd. 602), onto Forest Service road 6120 and associated spur roads and Forest Service road 9576 (Little Boulder Cr Rd.). Area 1: Identified on Project Map as "Fig. 1" Approximate length of fence: 1,850 Feet Area 2: Identified on Project Map as "Fig. 2" Approximate length of fence: 4,100 Feet Area 3: Identified on Project Map as "Fig. 3" Approximate length of fence: 11,650 Feet CONTRACTOR PROVIDED MATERIALS: The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, and are made from bio based materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered. PERIOD OF PERFORMANCE: Award will be made in sufficient time for planning and preparation with on-site work to start on or after July 25, 2016, and to complete work on or about September 30, 2016, depending on weather conditions, A firm-fixed price contract is contemplated requiring submission of both technical quote and business quote. Award will be made on a best value basis, considering price and other non-price factors. The estimated construction range of magnitude for this project is between $25,000 and $150,000. SET-ASIDE: This project is a total small business set-aside. The NAICS code for this project is 238990; the small business size standard is $15.0 million. SOLICITATION DOCUMENTS: Solicitation with wage rates and all other related documents will be issued via FedBizOpps as a Request for Quotation and will be available for downloading on or around June 17, 2016 at the website address: http://www.fbo.gov. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website. Contractor must be registered in the System for Award Management (SAM) (http://www.sam.gov) to receive award of a contract. The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and Treasury. All invoices are to be submitted via the electronic Invoice Processing Platform.
