Description
Combined synopsis/solicitation issued as RFQ. Sole Source. See attached combined synopsis/solicitation - RFQ ID01160070. This is a sole source purchase done under Subpart 13.501 (a) and FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The required terminal can only be purchased from Salient CRGT. Based on the technical criteria, the Government's existing sustainment contract and the timeline for equipment delivery, the required DMET is the only system which will operate on the Government's unique High Bandwidth Data Communications System (HBDCS). No other COTS terminal has the required interoperability and an integrated sustainment to operate on the network and integrate with legacy hardware already in the Government's inventory. Only Salient CRGT has the necessary proprietary knowledge to configure the terminal for the correct network architecture. The reconfiguration of HBDCS and SOTM to integrate other satellite terminals would result in substantial duplication of costs that are not expected to be recovered through competition. These costs would include an increase in maintenance and integration as personnel have already performed these on the existing system and the reconfiguration of the system will also result in increased cost for maintenance and integration. This hardware will enable the Government to meet its capability gap of providing high data throuput satellite on the move (SOTM) communications. Salient CRGT has no authorized resellers or partners for the required hardware. The approved justification will be posted in FedBizOpps within fourteen days after award.
